The Department of Adult & Juvenile Detention is seeking an action-oriented leader and doer with strong interpersonal skills who is technically savvy with a sharp eye toward accuracy and detail in a high speed, fast paced Accounts Receivables operation. This Fiscal Specialist IV - Accounts Receivable position will be part of DAJD's Finance Unit.

To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
Accounts Receivables (75%)- Understand, organize, and oversee the high speed, technical and time sensitive Accounts Receivables processes where attention to detail and accuracy are critical. Develop and maintain professional relationships with new contracted partners and handle all inquiries from process partners and DAJD employees.
- Research, resolve and respond to internal and external partner’s issues including payment, contract, billing and distribution discrepancies; work with internal and external partners, reconciling deposits, payments, and account data; personally handle communications and responses which may require independent judgment, as well as, assigning and distributing such work as appropriate.
- Provide direction to remittance/mail processing staff and short-term temporary workers; assign duties and responsibilities, train, mentor, resolve conflicts, and evaluate staff performance and ongoing training/development; develop strong relationships with DAJD Finance Management Team, supervisor, internal and external team members and customers.
- Facilitate and coordinate strategic planning, goal-setting, and lean initiatives; Identify and define standard-work expectations; plan and perform ongoing and systematic internal audit practices, review and analyze various work tasks and processes; work closely with team members and partners in finding creative opportunities to continuously improve processes and resolve challenges; organize, prepare and maintain records in accordance with state and King County archiving requirements, ensure work is auditable, accomplished in accordance with federal and state regulations and King County policies, goals and objectives;
- Utilize and understand data and measurements to extrapolate meaning and identify opportunities for improvement.
- Responsible for planning, coordinating, and preparing necessary year-end accruals and observe and ensure adherence to all the yearend deadlines related to accounts receivables, and grants.
- Assist CFO, and Finance & Administrative Services Manager monitoring and tracking revenue receipts to make timely requests for changes to the revenue budget projections and advise on necessary contract revisions.
- Run and prepare accurate and understandable financial reports as requested.
- Participate in the development of administrative policies and procedures; recommend changes to policies and procedures, systems, and standards; maintain and test business continuity and emergency preparedness plans; work with internal and external partners to identify opportunities to improve the multiple functions associated with billings and collections.
- Merge and email updated partner contracts and track receipt of signed documents.
- Track and renew equipment and material inventories used to conduct business.
- Provide training for new staff on accounts receivables and grant processes.
- Provide trainings for division staff in DBIS and Oracle EBS.
- Participant in department trainings and KC trainings to build skills, including ESJ trainings.

- Knowledge and experience in LEAN Principles.
- A bachelor’s degree in a finance related field with comparable work experience and increasing responsibility within an organization.
- A deep knowledge of equity and social justice principles and practices and strong understanding of the effects of a place-race and policy and systems-base inequities on marginalized communicates and populations.
- Expert-level experience with Oracle financial software and reporting tools.
- Expert knowledge of Adobe Create Suite.
- Possess strong conceptual skills, high-level sense of design, layout, and typography and a broad thinker who can offer a variety of design solutions to convey financial data.
- Strong analytical skills and problem-solving skills.
- Knowledge and experience in the Criminal Justice System.

WORK SCHEDULE: The current opening is for a 40-hour workweek. Work hours are normally 7:30 a.m. – 4:00 p.m., Monday through Friday. This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore overtime eligible.
WORK LOCATION: King County Maleng Regional Justice Center (MRJC), 620 West James Street in Kent, Washington
The work associated with this position is currently being performed remotely and is anticipated to remain remote with some in-office hybrid schedule as deemed necessary by DAJD/Finance management. In-office work could be scheduled in King County facilities located in either or both Seattle and Kent.

TELECOMMUTING: Most of the work for this position will be performed telecommuting but there may be some in-office work as requested.
Any work performed via telecommuting will be in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
