WORK SCHEDULE: Position is based on a 40 hour work week. This position is overtime eligible.

Selection Process: Applicants will be screened for qualifications, clarity, and completeness of application materials. Competitive applicants will be those with the most recent and relevant demonstrated qualifications. The most competitive applicants will be invited for an interview and/or testing.
This TLT (term-limited temporary) is scheduled to last through December 31, 2020 (with potential to extend one more year). This position will perform Level A and Level B WDFW Fish Passage Assessments and mapping of King County assets, including culverts, bridges, and stormwater facilities, throughout King County. This position will perform in the field collection effort and assist in the integration of the field information into the King County geospatial database.- Job Duties
- Providing engineering and infrastructure technical expertise to project teams.
- Responsible for collecting accurate infrastructure data.
- Conducting water quantity/quality, habitat and fish monitoring and assessment surveys.
- Analyzing and summarizing monitoring and assessment data.
- Performing office mapping in ArcGIS to reduce labor necessary for field collection of GIS (Geographic Information Systems) data. Preparing data and equipment for fieldwork, monitoring quality control of field mapping and fish passage assessment data. Working with office mapping staff in the support of field mapping hardware, datasets, and quality assurance.
- Perform field surveys of assets throughout King County.
- Perform field mapping and fish passage assessments for the relevant King County assets, including performing Level A and B assessments, as necessary, and assisting with assessment of stream type and habitat quality in associated watercourses, using field and office GIS and GPS (Global Positioning Systems) equipment.
- Experience, Qualifications, Knowledge, Skills
- Experience operating general field and office computers for data collection and data quality practices, GIS as it is used for field mapping and geospatial analysis, and GPS.
- Demonstrated knowledge of drainage system design and function and the ability to read and interpret drainage plans. Experience in accurately inspecting and recording drainage features including physical structures and their condition/maintenance needs.
- Familiarity with fish biology and stream ecology principles.
- Bachelor's degree in engineering, biology, ecology, natural resources, geosciences or related fields that include basic mathematical and statistical methods/ or experience in a related field on a one-to-one year equivalency.
- Knowledge and understanding of GIS and its applications to stormwater and drainage facilities.
- Demonstrated oral and written communication skills, and problem solving and analytical skills.
- Experience dealing with the public and have excellent customer service skills, including skill in handling sensitive issues and coping with conflict.
- Experience working productively as a team member and/or independently to continue tasks with minimal supervision.
- Demonstrated ability to reliably and predictably attend work place.
- Demonstrated ability to perform field working including walking on uneven terrain while wearing a 20 lb tool belt, machete through brush, navigating up/down slopes to locate drainage access points. This includes working in inclement weather.
- This position requires heavy lifting and pulling of drainage structure access lids, weighing approximately 50 pounds. Therefore, a pre-employment physical is required for this position.
The most competitive candidates will possess:
- General geographical knowledge of King County.
- Demonstrated knowledge of salmonids, habitat assessment, stream typing, and the interface between natural watercourses and the design and function of drainage systems. Experience in accurately inspecting and recording habitat assessments and performing surveys for natural areas and physical structures.
- At least 2 years of demonstrated experience using GIS and supporting databases for data collection, and to map and analyze natural or physical water resources assets.
- Demonstrated experience in equipment calibration and maintenance and troubleshooting to solve field survey problems.
- Understanding of asset management principles and their application to stormwater facilities.

NECESSARY SPECIAL REQUIREMENTS:
- A valid Washington State Driver's License or the ability to travel throughout the County in a timely manner.
- A final offer of employment will be contingent upon successfully passing a pre-employment physical examination.
UNION MEMBERSHIP: Positions in this classification are represented by PTE, Local 17. Union membership will be required within 30 days of employment.
