King County seeks a Fleet Electrification and Electric Vehicle Infrastructure Planner (“EV Planner”) to support the development of an enterprise-wide electric vehicle charging plan and other activities related to the electrification of the County’s vehicle fleets, including light, medium, and heavy duty vehicles. The EV Planner will collaborate with King County departments and other regional partners to identify priority EV charging projects, develop associated budget proposals, and seek grant funding for the projects. This work supports King County Strategic Climate Action Plan goals and actions outlined in King County Council Ordinance 19052 (Download PDF reader).
This full-time position is expected to last for 18 months. The EV Planner will report to the Climate and Energy Program Manager in the King County Executive Office, and will work with King County staff, members of the King County Energy Task Force, King County – Cities Climate Collaboration (K4C) staff, and other regional partners.
The ideal candidate will be a self-starter who is skilled at building relationships with a broad range of policy and technical staff, and who is comfortable with ambiguity in projects.- Job Duties
Develop Enterprise-Wide Charging Plan
- Compile and review existing charging studies/plans that have been developed by the various King County departments
- Research, review, and compile best practices from other jurisdictions and private businesses with large fleet electrification initiatives
- Assess how plans need to be adapted to account for “Future of Work” in a post-pandemic operational context, accounting for factors such as:
- Increased remote work
- New distribution of vehicles across County and different overnight parking locations
- Increased use of “take home” vehicles due to telework
- Develop recommendation(s) for other features needed for King County future chargers (e.g., smart chargers, standardizing chargers across agencies)
- Develop maps of existing King County EV charging infrastructure and identify key gaps (“charging desert” areas) for King County fleet vehicles
- Analyze future charging locations to determine appropriate charger type / charging level, and determine if available power source for the location will support needed charger type
- Identify existing charging infrastructure owned by regional partners and opportunities to share charging stations; develop MOAs for shared use as appropriate
- Develop a prioritized list of charging investments needed by the County and partner with County agencies to identify budget resources to support the projects
Support for Other Strategic Climate Action Plan Priority Actions: The EV Planner will primarily focus on EV charging-related tasks in support of King County vehicle fleets, but may also be asked to support other SCAP Priority Actions that relate to regional transportation electrification depending on workload, interests, and skillset of the successful candidate. These could include:- SCAP Strategy GHG 2.10. Accelerate electric vehicle adoption that prioritizes environmental justice and equitable access to shared mobility solutions:
- Evaluate opportunities to expand publicly accessible EV charging infrastructure at King County facilities that prioritizes equitable access to shared mobility
- Engage in regional coordination efforts to accelerate equitable distribution of benefits of electric vehicles
- Support engagement and partnerships with utilities and organizations to develop regional pilots to incent the transition to EV ownership
- Experience, Qualifications, Knowledge, Skills
Experience:
- 4-8+ years in planning, analyst, or other relevant capacity.
- Experience developing complex strategic plans and policy recommendations.
- Experience facilitating collaborative teams and negotiating strategy/policy recommendations between team members.
- Demonstrated ability to research complex issues using analysis, experience, judgement, and networks and to provide recommendations. Excellent oral and written communication skills.
- Demonstrate success managing multiple priorities and projects.
- Strong organizational skills.
- Ability to work collaboratively.
- Experience building relationships and working collaboratively with a range of policy and technical teams.

- Experience with infrastructure planning and/or electric vehicle charging.

Work schedule
The normal work schedule for this position is Monday through Friday, 40 hours per week. This position is not subject to the Fair Labor Standards Act and is not overtime eligible, and the incumbent will be required to work the hours necessary to meet position responsibilities
