In this role, you'll be responsible for developing and executing the annual fleet engineering plan, managing budgets, and overseeing large-scale fleet retrofits and modifications. WORK LOCATION AND ENVIRONMENT
Work is performed on-site at the Metro Transit Fleet Engineering building located at 12119 East Marginal Way S, Tukwila, WA 98168. This position is full time, assigned 40 hours per week, typically Monday through Friday between 6:00 AM to 2:30 PM. This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not eligible for overtime pay.

Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will model and apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the Fleet Engineering Superintendent , you will also:
- Establish annual fleet engineering operating plan that includes objectives, priorities, performance standards and staff development requirements; conduct varied analyses of performance metrics and report on progress achieved on expected operating outcomes and performance improvement goals; ensure optimization of all available resources.
- Supervise administrative support and professional staff; hire staff consistent with assigned hiring authority; create harmonious working relationships with multiple collective bargaining units and ensure consistent application of labor policies, contract provisions and hiring guidelines; fulfill required responsibilities in grievance and arbitration processing and adjudication.
- Plan and coordinate large-scale fleet retrofits and coach modifications to respond to fleet defects, special needs or system enhancements.
- Supervise and conduct feasibility or ad hoc studies to support equipment life cycle and failure analysis, emergent fleet technical issues or special operating needs; prepare associated summaries and technical reports; recommend optimized solutions.
- Supervise and oversee training and certification programs for all vehicle maintenance staff.
- Provide guidance and direction to subordinate supervisors and other staff concerning complex or sensitive issues and problems; establish work performance standards and initiate corrective actions when required; review existing operational and administrative policies and procedures, and recommend improvements or modifications to higher-level management as determined appropriate.
- Provide supporting data and recommendations to management in the formulation of the Vehicle Maintenance operating and capital improvement budgets; manage and administer the fleet engineering budget; authorize expenditures within designated authority level; monitor budget and maintain expenditures within approved levels; manage and administer vendor service, supply and other related contracts as required.
- Participate and represent Vehicle Maintenance in a wide variety of internal and external work groups, project teams, committees and task forces.
- Act for higher-level vehicle maintenance managers and p erform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
We are looking for skilled people leaders w ho possess the following qualifications:
- Two (2) years of experience in increasingly responsible supervisory, management, or other comparable leadership roles within vehicle maintenance, fleet maintenance, transit operations, public administration, or other relevant fields that included coaching, evaluating performance, workforce planning, and the oversight of people and projects in an operational setting.
- Demonstrated experience building effective teams in diverse work environments while inspiring trust, creating strong morale, instilling vision and purpose, fostering open dialogue, and prioritizing a culture of safety, respect, and care for employees.
- A strong commitment to equity, inclusion, belonging, and social justice for all employees.
- Interested in (and inspired to) develop and lead direct reports, furthering people's career goals, providing challenging tasks and stretch assignments to encourage growth, and effectively developing all levels of staff.
- Skill in analyzing information, solving complex analytical problems, and making recommendations to continuously improve the work within an operational setting,
- Effective coaching, mentoring, facilitation, training, and teaching skills for adult learners.
- Knowledge or experience with budget planning and budget administration
- Knowledge of large-scale fleet maintenance principles, practices, techniques and equipment, including the regulatory and statutory requirements that govern the maintenance and operation of mass transit vehicles
- Excellent customer service, interpersonal, and written/oral communication skills that demonstrate high integrity and respect for all. Conflict resolution and negotiation skills are essential.
- Proficiency in the use of personal computers, word processing software, spreadsheets, presentation software, and similar applications
- A commitment to continuous improvement and an established track record of being able to oversee people and projects in an operational setting to get results
- Knowledge, experience, or skills related to Fleet Engineering, Fleet Maintenance, and Transit Vehicles, such as:
- The design, major components, subassemblies, and auxiliary equipment of coaches used in mass transit operations.
- Hybrid and Battery Electric Bus technology, alternative fuels, and green fleet alternatives. Automated vehicle maintenance and management information systems
- Warranty claims administration, including knowledge of relevant Federal Transportation Authority policies.
- All phases of new coach procurement, plant inspections, acceptance, new coach prep, and commissioning processes, including new fleet performance testing and data collection for high-level reporting.
- Skill in the use of automated vehicle maintenance systems and database management
- Knowledge of Metro Transit's operations, policies and procedures, and Vehicle Maintenance apprenticeship programs
- Knowledge of Transit's operations, adverse weather, and emergency responses
- Knowledge of human resources management, including hiring processes, interviewing principles, supervisory practices, relevant employment laws (federal, state, and local), and knowledge of labor relations practices, such as collaborative labor negotiations, grievance handling, and arbitration processes.
- Skill or experience fostering strong, productive relationships with union leadership, respecting established processes, and modeling an environment of mutual respect.
- Washington State Driver's License or the ability to travel throughout the county in a timely fashion
- Work requires reporting for duty and directing vehicle maintenance operations during adverse weather events and other emergencies
- Candidates must be willing to work on-call and outside of standard work hours as needed to respond to Vehicle Maintenance emergencies.
