Fleet Services Policies & Practices Manager (PPM 3)

King County’s Fleet Division is looking for candidates with strong project management and research skills to lead multi-disciplinary planning processes to update Fleet Division policies and practices with County-wide impact. Candidates with a passion for policy development and working with diverse stakeholders to improve critical processes are encouraged to apply.
JOB DUTIES- Manage complex projects and processes with Division and/or enterprise-wide implications. Develop methodology and research design. Lead analysis and report development.
- Develop policy and position materials including reports, legislation, and white papers. to support the Department and Division positions on a diverse range of issues related to managing a fleet of vehicles and equipment.
- Represent the Fleet Division on enterprise projects initiated by or impacting the Fleet Administration Division This could include public hearings, community groups, interagency groups or taskforces, or inter-branch teams.
- Lead and support Division projects and initiatives related to performance measurement/management, continuous improvement/Lean and other activities supporting implementation of the County, Department and Division strategic plans.
- May lead other staff, on an as needed basis, to accomplish program goals.
- Have demonstrated experience using communication and interpersonal skills to build and lead multi-stakeholder project teams, including staff at all levels and the public. Ability to manage competing perspectives to produce policies and processes.
- Apply a lens of Equity and Social Justice in their work and demonstrate inclusive behaviors as a team member.
- Can apply continuous improvement process principles such as (LEAN) and have experience facilitating process improvements.
- Possess an understanding of how federal, state and local laws and policies interact and where to find needed information.
- Demonstrated ability to develop and present effective oral and written presentations to a variety of audiences, including the public. Draft reports, ordinances, and policy papers, with the ability to present technical information in plain language understandable to a non-technical audience.
- Will apply problem solving and analysis skills at both the “big picture” and detail level, including the ability to anticipate and forecast downstream impacts of trends.
- Recent and substantive experience in organizing, interpreting, and analyzing quantitative and qualitative data and other technical information from current data collection systems to measure the performance of the system.
- Ability to work independently, and to handle multiple tasks and priorities.
- Ability to use Word, Excel, and presentation software. Skills in gathering, manipulating and using computerized data utilizing MS Excel

SUPPLMENTAL INFORMATION
The work associated with this position will be performed in a hybrid manner, partly in an the office at King Street Center and partly working from home, if desired. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
