The Department of Adult and Juvenile Detention (DAJD) is seeking a Forecast & Staffing Project Manager (Project/Program Manager IV), to join our administrative services team!
THE POSITION: This position provides technical expertise, strategic planning services, and leadership to senior management and multi-agency teams. The focus of this position is the analysis of staffing resources and workload challenges in the County’s correctional facilities, with a focus on the drivers of both overtime and leave. The position will conduct research, collect data, review policies and bargained labor agreements, draft and develop new policies, survey leaders and stakeholders, and analyze and synthesize information to regularly brief leadership and recommended a course of action. The position will also lead and facilitate the County’s effort to engage a consultant for broader, long-term analysis and planning. The position directly reports to the DAJD Chief of Administration but works in close collaboration with the Office of Performance, Strategy, and Budget and the Office of Labor Relations.
SPECIAL DUTY & TERM LIMITED TEMPORARY ASSIGNMENTS: This temporary
position is scheduled to last 24 months; however, the exact duration may end earlier or be extended based on operational needs, the project and funding. Rate of pay will be in accordance with applicable bargaining agreements and/or Career Service Guidelines.

RESEARCH AND DATA: Approximately 80%
Conducts complex quantitative analysis and modeling for projects related to the operational staffing of the department. Research, develop, implement, and evaluate projects and programs to improve the overall operation of the department and its use of staffing resources.
Design data gathering instruments, collect and analyze data, prepare and provide regular reports that create context to staffing shortages or peaks in overtime, and identify potential areas of leadership focus.
Facilitate teams developing strategies to improve the efficient use of staffing resources and reduce the need for voluntary and mandatory overtime.
Provide business expertise related to business rules for data entry and data management to support staffing-related needs.
Develop and modify reports in response to operational needs of all divisions.
POLICY AND CONTRACTS: Approximately 20%
Act as a project manager in the search for a correctional facility staffing consultant. Collaborate with leaders and stakeholders to determine a scope of work and develop a Request for Proposals (RFP). Facilitate input on the selection process, and contract negotiation.
Direct the development of departmental negotiating positions, implementation procedures, and monitoring mechanisms for complex agreements.
Examine and provide departmental management with expert advice regarding department and system wide impacts, including budgetary impacts, from changes in policy and practice. Review practices and develop policies or recommend changes to align with Department goals.
Develop and monitor performance measures for staffing.
- Experience, Qualifications, Knowledge, Skills
- Bachelor's degree in criminal justice, political science, sociology, industrial & organizational psychology, economics, or related field with an emphasis on social scientific research.
- Minimum of three (3) years demonstrated work experience in developing and evaluating staffing models and plans. This experience should include gathering, analyzing, researching and modeling data.
- Minimum of three (3) years of demonstrated work experience involving complex planning and research within a dynamic and multifaceted environment.
- Expertise in all Windows applications, specifically word processing, presentation, and analytical software.
- Proven analytical aptitude to identify opportunities for change, identify alternative best practice solutions and anticipate future problems and opportunities.
- Highly effective communicator with an adaptive style for all audiences, across all communication channels.
DESIRED QUALIFICATIONS:
- Advanced degree (Masters or higher) in a social science field, such as criminal justice, political science, sociology, industrial & organizational psychology economics or related field.
- Demonstrated ability in complex social science research.
- Five (5) or more years of work experience involving complex planning and research across multiple agencies within the criminal justice system.
- Demonstrated work experience related to staffing models in the fields of corrections, policing, or organization with multi-site 24/7 minimal staffing requirements. This should include creating, implementing, evaluating, and modifying staffing models in response to operational needs, staffing levels, population and regulations.
- Knowledge of Federal, State and local laws and regulations related to corrections and law enforcement.

WORK SCHEDULE: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
WORK LOCATION: 516 Third Avenue, Room E-245, Seattle, WA 98104.
The work associated with the position is currently being performed remotely and is anticipated to remain remote with some in-office hybrid schedule as deemed necessary by DAJD /HR Management.
