Functional Analyst II
- Summary
The Department of Judicial Administration (DJA), also known as the Superior Court Clerk's Office, is an innovative, forward-looking agency using technology to perform tasks more efficiently, streamlined and reliably. DJA performs a variety of services for the Court, litigants and the general public. DJA's mission is to provide professional, high-quality Superior Court record services and justice system programs, while ensuring access to justice and integrity in the process.
DJA is seeking two Functional Analyst II candidates who collaborate with all levels of the department, lead and facilitate meetings, and act as a liaison between departmental end-users and information technology staff or vendors. These positions handle multiple projects and assignments while responding to ad-hoc requests and investigating issues. This is an opportunity to define and document our business functions and processes, perform workflow and interface analyses, design and develop customized reports and queries, test processes and upgrades to systems, and be a dynamic trainer throughout the department. We are looking for strong communicators who are organized, detail oriented, and enjoy performing different tasks every day.The ideal candidates should be innovative, creative and customer-focused with both interest and skill in improving processes and system workflows. One position reports to the Caseflow Division Director and the other position reports to DJA Deputy Director.
WHO MAY APPLY: This opportunity is being offered as a Term Limited Temporary (TLT) OR Special Duty Assignment and is anticipated to end in December 2023. These positions are open concurrently to all King County employees and the general public. WORK LOCATION: These positions will primarily telecommute but will be required to travel and report in person at different times. This position may travel and work from one of our courthouse locations at the Maleng Regional Justice Center, 401 4th Ave. N, Kent, WA 98032, King County Courthouse, 516 3rd Ave., Seattle, WA 98104 or the Children and Family Justice Center at 1211 East Alder, Seattle WA 98122.
WORK SCHEDULE: The regular workweek is 40 hours/week, Monday through Friday. These positions are overtime eligible.

- Job Duties
Job duties include but are not limited to:
- Monitor system functionality and act as a business and technical expert in solving referred issues from less experienced staff. Troubleshoot and validate issues. Use knowledge of DJA systems and applications to suggest system design modifications and implementation to meet requirements.
- Analysis of existing business processes and tools and help design a future state model that supports the operational needs. Create workflow diagrams and process maps to assist with analyzing processes and building business requirements. Assist with the development of acceptance criteria.
- Collaborate with business owners related to upgrades to DJA's applications. Act as a liaison between end-users, leadership, IT team and vendors. Work with business groups and technology staff to identify and resolve bugs and prioritize enhancements.
- Lead teams or work with subject matter experts to study and analyze business requirements and alternative options for improvements for a variety of operational, procedural and management issues.
- Facilitate and help identify complex system changes; work with the change management team to assess potential system-wide impacts of proposed module configuration changes.
- Perform system administration functions such as managing and updating profiles, security and permissions in multiple systems; digital certifications and signatures; creating and updating document definitions; developing document templates and codes; and updating forms and lookup lists.
- Communicate with stakeholders about changes and prepare release notes and other system documentation. Document decisions made and policies developed regarding DJA applications.
- Perform data mapping in support of data conversion and integration work. Create queries and reports and have a solid understanding of the data and data structures.
- Ensure adherence to policies, standards, and procedures. Use best practices to track and manage additions and changes for assigned tasks.
- Prepare and give user training. Develop training materials and provide training to users, customers, and/or stakeholders.
- Experience, Qualifications, Knowledge, Skills
Minimum four years of experience in the areas listed below (or) substituting a degree in public or business administration or a related field plus 2 years of experience (or) any equivalent combination of education and experience that provides the knowledge and experience to meet the job requirements.
- Skill in analytical and strategic thinking, problem solving, resolving conflicts, improving processes and bringing others to a consensus
- Ability to complete tasks/projects, stay organized, plan and manage timelines, meet deadlines, and produce high quality work, while having competing demands
- Ability to research and investigate issues to resolve/provide solutions
- Demonstrated strong and effective communication skills, including listening, writing and speaking one-on-one and in group settings
- Strong understanding of data structures and the ability to analyze data
- Demonstrated attention to detail and accuracy in work
- Ability to write system documentation and technical reports
- Ability to provide end-user formal and informal training and presentations
- Experience developing and effectively maintaining relationships with others to get the job done, solve problems, cooperate to develop solutions and supporting others toward a common goal
- Experience working with a diverse group of people, respecting differences while building a solid work group
- Skill in common desktop workflow tools, including but not limited to Microsoft Office Suite: OneDrive, SharePoint, Teams, Excel, PowerPoint, Visio, Word, and Access
