King County's Procurement & Payables (P&P) section is seeking a highly skilled and detailed oriented Functional Analyst II. This role will serve as a technical expert and provide customer support primarily within Oracle E-Business Suite (EBS) and Oracle Fusion Cloud Procurement (known as E-Procurement at King County) systems. While expertise in Oracle Fusion is not required, prior experience with it is highly desirable.
This role reports to the Organizational Support and Communications team supervisor and follows a hybrid work model, requiring two days in the office at King Street Center in downtown Seattle (specific days to be determined). Join us and make a significant impact on our procurement operations, contributing to the efficiency and success of King County's Procurement & Payables team.

Scope of Job Duties
- Act as a technical expert in support of King County's procure-to-pay modules, including Oracle E-Business Suite (EBS) and Oracle Fusion Cloud Procurement.
- Provide system functional support and user support to King County agencies. Investigate, troubleshoot, and resolve complex functional issues related to requisitions, purchase orders, contracts, supplier records, and additional agency needs.
- Maintain the accuracy and integrity of contract, spend, and supplier data by creating and running daily to monthly customized reports and queries.
- Support in various functional analysis and system testing for upgrades, enhancements, and integrations proposed within Oracle EBS and Oracle Fusion, identifying and documenting functional gaps and working towards resolution.
- Process service requests and oversee updates for new suppliers in the Oracle Fusion Cloud Procurement system environment.
- Complete new requests and updates for Oracle inventory item records to be used for both purchasing and inventory activities.
- Develop user-friendly training materials and act as a liaison between system users and technical teams, ensuring technical concepts are effectively translated into business language.
- Serve as the primary backup to the Functional Analyst I's tasks, including ACH and supplier record processing, as needed.
- Support business processes that leverage system design to optimize performance and increase efficiency and automation.
- Experience in a functional analyst role (or similar position) supporting Oracle EBS or similar ERP systems.
- Working knowledge of public procurement to payment business processes.
- Experience involving system testing, troubleshooting, and issue resolution for financial and procurement-related platforms.
- Strong communication and collaboration skills, with the ability to work effectively with both technical and business stakeholders.
- Ability to establish and maintain effective working relationships in a team setting to build trusting relationships, resolve conflicts, and produce results.
- Strong communication, interpersonal, writing and customer service skills.
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines with minimal supervision.
- Self-starter mindset, demonstrating initiative in identifying issues, proposing solutions, and driving projects forward.
- Ability to see tasks through to completion, managing priorities and deadlines in a dynamic environment.
- Ability to work with people from diverse backgrounds.
- Prior experience with Oracle EBS and Oracle Fusion Cloud Procurement systems.
- Familiarity with troubleshooting requisition, purchase order, and supplier related functional issues in Oracle system environments.
- Experience working in a government or public sector procurement environment.
- Knowledge of system integration methods and best practices.
- Experience with LEAN processes and principles
- Experience with SharePoint, MS Teams and other collaborative online tools
Position Information:
- Work Site Details: The work associated with this position will primarily be hybrid. In office requirements are set to 2 assigned days per week. This may change as required by King County business needs and for meetings/events.
- Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
