In addition to directly serving clients, we also contract a substantial portion of our nearly $1B annual budget to local community-based organizations who provide innovative and culturally-responsive services to King County residents. Thus, the cornerstone of our Department's work is procuring, contracting for, and monitoring the outcomes of these services. In 2023, DCHS is undertaking an exciting project to consolidate and modernize our current contract management systems into Agiloft, an end-to-end contract life cycle management tool. This effort will also require significant harmonization of practices across the Department's five divisions.
DCHS is looking for an analytical team player with a passion for learning and supporting technology systems and its end users to serve in a two-year Special Duty Assignment or Term Limited Temporary Functional Analyst III role. The incumbent will join a dynamic multi-disciplinary team to document and enhance current business processes, support technical project and change management activities, train end users and produce technical documentation about the new Agiloft system. Once launched, the Functional Analyst III will monitor and troubleshoot system performance and continue to identify opportunities and implement efforts to increase user satisfaction and expand system functionality.
This position will also, as time permits, support the Department's transition to and capacity building around Office 365 through the development of accessible self-help and training materials and communications about the use and benefits of various tools.WHO MAY APPLY: This position is open to all qualified candidates that meet the minimum qualifications.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end in 24 months, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is not represented by a union.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. - Job Duties
1. Partner closely with DCHS staff and contracted providers to gather, define, map, refine, and translate complex business rules and system requirements into functional specifications. Actively seek opportunities to make the procurement, contracting, and invoice submission and tracking processes more efficient and accessible to end users while leveraging Agiloft's functionality.
2. Serve as the business expert in the configured Agiloft system. Continually strive for the system to meet the business' evolving needs--maintain data tables, configure new workflows and functionality, stay abreast of product changes, etc. Facilitate complex system changes; identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed module configuration changes.
3. Develop and maintain training materials and training events for multiple end-user groups; provide ongoing technical assistance and develop systemic approaches to building users' skill and ability to self-resolve technical questions.
4. Ensure the system is well documented and develop plans for sustainability.
5. Act as a liaison between the business and King County Information Technology (KCIT) and vendor staff, to ensure DCHS' needs and preferences are understood and met.
6. Monitor system functionality. Troubleshoot, track, resolve and document significant system problems and issues requiring advanced technical expertise. Act as technical expert in solving referred issues from less experienced staff.
7. Support the Department's transition to Office 365 (SharePoint, Teams, etc.) through the development of accessible self-help and training materials and communications about the use cases and benefits of various tools.
8. In the future, may supervise less senior Functional Analysts. Assign and check work, train new employees, recommend discipline to supervisor and participate in the performance appraisal process.

- Experience learning, documenting, and continually improving business workflows and processes
- Advanced understanding of relational databases, automated systems data modules, table relationships, and views
- Skill in interpreting complex instructional manuals, guidelines, and procedures
- Proficiency with common desktop workflow tools, including but not limited to Office 365: Word, SharePoint, Teams, Excel, PowerPoint, and Visio Demonstrated experience developing training materials and providing training and technical assistance to non-technical staff.
- Strong problem solving and interpersonal skills, including the ability to establish and maintain good working relationships with diverse teams and stakeholders
- Ability to translate between technical and business language and serve as an effective liaison between workgroups
- Skill in analytical thinking, problem solving, resolving conflicts and bringing others to consensus
- Strong project management skills and experience--ability to breakdown complex projects into smaller tasks, develop realistic timelines, and track and manage progress
- Skill in handling multiple competing priorities and producing quality detailed work within tight timeframes
*Knowledge of Agiloft strongly preferred, but not required
*Knowledge of public-sector procurement and contracting processes desired
