DCHS Behavioral Health and Recovery Division (BHRD) is looking for an analytical team player with a passion for learning and supporting technology systems and its end users to serve in a two-year Special Duty Assignment or Term Limited Temporary Functional Analyst IV role. The incumbent will join a dynamic multi-disciplinary team to document and enhance current business processes, support technical project and change management activities, train end users and produce technical documentation about the BHRD Information system including the implementation of the Netsmart Electronic Health Record system for BHRD direct services. The Functional Analyst IV will monitor and troubleshoot system performance and continue to identify opportunities and implement efforts to increase user satisfaction and expand system functionality.
WHO MAY APPLY: This position is open to current King County staff who meet the minimum qualifications. Interviews will be held the week of February 13, 2023.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end in 24 months, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is not represented by a union.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
1. Partner closely with BHRD and King County Information Technology (KCIT) staff to gather, define, map, refine, and translate complex business rules and system requirements into functional specifications. Actively seek opportunities to make the myAvatar platform align with direct services functions more efficient and accessible to end users.
2. Continually strive for the BHRD system to meet the business' evolving needs: assist with configuring workflows and functionality, stay abreast of product changes, etc. Facilitate complex system changes; identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed configuration changes.
3. Supervise Functional Analyst BHRD staff and is responsible for the work output of the unit, planning, organizing, schedules and coordinates daily work activities, prepare work schedules and staffing plans, participate in employee selection; prepare and give performance appraisals, train new employees, approve leaves and monitor work for quality and to ensure customer satisfaction.
4. Develop and maintain training materials and training events for multiple end-user groups; provide ongoing technical assistance and develop systemic approaches to building users' skill and ability to self-resolve technical questions.
5. Ensure the system is well documented and develop plans for sustainability.
6. Act as a liaison between the business and KCIT and vendor staff, to ensure BHRD's needs and preferences are understood and met.
7. Monitor system functionality. Troubleshoot, track, resolve and document significant system problems and issues requiring advanced technical expertise.
8. Perform other related duties as assigned.

*Knowledge of Netsmart's myAvatar strongly preferred, but not required
*Knowledge of public-sector procurement and contracting processes desired
*Experience with change management approaches, such as ADKAR or Kotter's Theory

Experience, Qualifications, Knowledge, Skills
- Experience learning, documenting, and continually improving business workflows and processes
- Experience working with KCIT's technical team and a comprehensive understanding of the expertise of the technical staff working on the BHRD and Netsmart projects.
- Skill in project management and the use of project management software.
- Skill in interpreting complex instructional manuals, guidelines, and procedures
- Proficiency with common desktop workflow tools, including but not limited to Office 365: Word, SharePoint, Teams, Excel, PowerPoint, and Visio Demonstrated experience developing training materials and providing training and technical assistance to non- technical staff.
- Strong problem solving and interpersonal skills, including the ability to establish and maintain good working relationships with diverse teams and stakeholders
- Ability to translate between technical and business language and serve as an effective liaison between workgroups
- Skill in analytical thinking, problem solving, resolving conflicts and bringing others to consensus
- Strong project management skills and experience--ability to breakdown complex projects into smaller tasks, develop realistic timelines, and track and manage progress
- Skill in handling multiple competing priorities and producing quality detailed work within tight timeframes
