King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.The Developmental Disabilities and Early Childhood Supports Division (DDECSD) within DCHS is seeking to hire a Grant Application and Capacity Building (GACB) Project/Program Manager III to join the Operations and Contracts team for a Special Duty Assignment through November 30, 2022. This GACB Project/Program Manager III will join an existing GACB Project/Program Manager to co-lead the program. This position is part of the Racism is a Public Health Crisis 2021-2022 policy agenda and budget.
Individuals interested in joining our team must be committed to promoting racial, social and economic equity for all people in King County; including, but not limited to, participating in equity and social justice (ESJ) trainings, applying knowledge of ESJ principles to their work, and continually reviewing the “intent versus impact” of ESJ efforts and revising as necessary.
The GACB Project/Program Manager will be responsible for co-creating a program that supports community-based organizations (CBOs) in strengthening assets and capabilities in order to effectively and equitably provide services to children, youth, families, and communities. These positions will deliver direct grant application and capacity building consulting to CBOs as well as coordinate additional contracted support services with the goal of creating a stronger system of CBOs in King County centering equity and social justice. Grant Application consulting is the process of providing support to an organization applying for County funds and Capacity Building refers to the process of providing supports and resources after funding is awarded that are designed to develop and/or strengthen skills and competencies and enhance an organization’s ability to achieve its mission and sustain itself over time.
This position reports to the Operations and Contracts Team Lead within the Developmental Disabilities and Early Childhood Supports Division though will support contractors throughout the Department, prioritizing Restorative Community Pathways (RCP) contractors as indicated in the Racism is a Public Health Crisis policy agenda and budget.

WORK SCHEDULE
This is a Special Duty Assignment (SDA) position anticipated to end November 30, 2022 but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, typically 8:00 a.m. – 5:00 p.m., Monday through Friday, and is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Flexibility may be required for occasional evening or weekend hours or travel. This position will require a mix of telework and eventual onsite work in downtown Seattle with meetings throughout the County. This position is represented by PROTECT17.Temporary Telecommuting Requirement
The work associated with this position will be performed remotely, at least through August 2022 in compliance with King County's telecommuting mandate. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. To create a stronger system of community-based organizations in King County, with a focus on equity and social justice, this position will:
Project Management
- Work with County team members and the community to create and implement a comprehensive strategy for providing effective and efficient grant application and capacity building consulting to community-based organizations funded by or seeking to be funded by DCHS.
- Oversee the co-creation and implementation of information, assessments, tools, and resources on best practices.
- Collaborate with internal and external partners to support continuous quality improvement.
- Work with the DCHS evaluation team to develop an evaluation plan, data collection and reporting and other activities to support evaluation and learning for the technical assistance and capacity building program.
- Collaborate with other program managers across the Department who manage similar programs.
Grant Application and Capacity Building consulting
- Support CBOs in navigating County procurement and contracting processes.
- With the CBO, collaboratively assess the strength and needs of an organization.
- Provide individualized, responsive and ongoing coaching and support to strengthen CBOs’ programs, structure and capabilities.
- Support CBOs, either directly or through external GACB contractors, in grant application and capacity building focused on the development and expansion of core skills and management systems that are essential for the organization to fulfill its mission. These areas may include but are not limited to:
- Equity evaluations and goal planning
- Accounting systems
- Policy development
- Human Resources systems
- Management coaching
- Leadership development for staff and/or board members
- Equity and Social Justice training
- Change Management
- Strategic Planning
- Board development
- Data security, network, software and hardware technology systems
- Communications, including marketing, website and brand development
- Volunteer recruitment
- Fund development
Contract Management
- Lead a procurement effort to develop a pool of external GACB contractors to provide additional support services.
- Manage the AirTable platform to connect CBOs with contracted services.
- Coordinate the delivery of contracted GACB supports to CBOs.
- Support GACB contractors in providing equitable, collaborative and responsive services.
- Coordinate the evaluation of contracted GACB services.
- Perform other related duties as assigned.
- Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
- Thorough understanding of how systemic and structural inequality, racism, prejudice, and other forms of institutional discrimination have prevented organizations from receiving public funds and limited their capacity to grow and more fully meet community needs.
- A combination of at least four years of education and experience within change management, systems design, social services, consulting, project management, community organizing or a related field.
- Two years of experience providing capacity building support, training, coaching, and/or technical assistance to a diverse set of community-based organizations, including Black, Indigenous and People of Color (BIPOC) led organizations.
- Demonstrated ability working with diverse, wide range of cultures and communities, especially BIPOC communities.
- Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Ability to provide engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
- Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously and to organize and prioritize quickly in response to changing needs.
- Ability to function sensitively in a political environment, including effectively responding to public inquiries, concerns and/or complaints.
- Strong communication and writing skills, including experience with policy and procedure development and writing reports.
- Demonstrated working knowledge of AirTable platform and associated tools
- Valid Washington State Driver’s License or ability to travel throughout the County in a timely manner.
- Experience creating and implementing a strength-based assessment process that is effective and efficient for a variety of types of organizations.
- Experience providing grant application and/or capacity building supports to organizations contracted with King County.
- Experience with programs or community efforts focused on youth and/or restorative justice.
- Knowledge of public funding processes.
- Bicultural and/or bilingual skills are preferred.
