A Rare and Exciting Opportunity:
Project/Program Manager II to support the Green Building (GreenTools) program.
This position would contribute to implementing innovative and creative efforts that will advance green building, sustainability, climate response and equity and social justice. These efforts will support meeting our Zero Waste of Resources and carbon-neutral goals by 2030. The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use and regenerate natural systems. The Recycling and Environmental Services (RES) Section leads the Division's efforts on product stewardship, policy, developing end markets for recycled materials, recycling, environmental stewardship, and several compliance programs. Notable among those are the Waste Stream Compliance & Enforcement Program, green building, household hazardous waste and "Wastemobile" service, school education, and resource recovery.

You will be involved with a sampling of the following important work:
The work associated with this position will be performed predominantly by telecommuting, complemented with onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

• Demonstrated knowledge and experience implementing green building, sustainability, climate action, equity and social justice, construction and demolition material diversion, energy, water, site and stormwater strategies that support carbon-neutral development, regenerative design and advance equity and social justice.
• Demonstrated skills in managing data and performance measures
• Experience in contract management and procurement processes.

You will be involved with a sampling of the following important work:
- Helping implement several priority actions and improve performance measures in the Strategic Climate Action Plan (SCAP). Another critical program goal is to identify, register, and provide technical assistance to 20 Zero Energy/Living Building Challenge-certified projects by 2025. In addition, this position would contribute to meeting the SCAP priority actions of removing code and financial barriers for green affordable housing.
- The Green Building Program currently provides guidance to over 400 projects across 9 divisions in King County, external countywide efforts include managing the Regional Code Collaboration (RCC) with dozens of city jurisdictions to advancing green building through code development and policies. New staff is needed to help implement priority actions, support the management of the Regional Code Collaboration, support in achieving planned code adoption, continue to support project compliance with the Green Building Ordinance, ensure ESJ credits for projects are included, and maintain adequate levels of performance monitoring.
- The new staff will contribute to providing technical assistance, as well as develop tools and resources so King County capital projects, divisions and staff can better integrate equity and social justice opportunities, climate, and sustainable development in project delivery. Support the implementation efforts of the updated Green Building Ordinance adopted by Council in March 2022.
- 3 months - High level understanding of internal and communitywide Green Building programs and services. Providing support to PPM IIIs that lead these programs.
- 6 months - Taking on small projects on their own with minimal supervision to relieve load of PPM IIIs. Managing logistics and being responsible for taking on research, assisting in project review and technical assistance.
- 12 months - Taking on large projects to relieve load of PPM IIIs and expand services and programming that have not been able to be implemented because of lack of resources.

What You Will Be Doing:
- Provide support to Communitywide Green Building Program Manager (CGB PM) and Green Building Team Program Manager (GBT PM)
- Assist with implementing Strategic Climate Action Plan's focus areas, goals, priority actions and performance measures
- Support the Reginal Code Collaboration (RCC) program in facilitating and coordinating RCC meetings and code researches
- Provide green building support for community-wide green building projects. Support GBT PM with ZE/LBC project portfolio and King County's Sustainable Infrastructure Scorecard projects - registration, research, and certification interpretation
- Support creation and implementation of Green Building Grant program
- Support Countywide Green Building Project Managers and GBT PM with increase ESJ efforts in their programs and services
- Familiarity and experience with green building rating systems, and sustainable development best practices.
- Demonstrated commitment and experience in delivering an anti-racist, inclusive, and equitable approach that lifts up frontline communities through targeted universalism.
- Demonstrated skills in managing projects involving multi-agency teams and developing effective networks to accomplish program goals.
- Ability to build and maintain positive working relationships and partnerships with a variety of partners, stakeholders, and interest groups, including, but not limited to various county and/or state agencies, organizations, and associations.
- Ability to successfully work with multidisciplinary teams, matrix-based organizational structures and coalitions.
- Strong project management skills with the ability to manage multiple projects and meet deadlines with high attention to detail.
- Demonstrated ability to work with program management and various project teams to achieve results within specified deadlines.
