Green Building Team Program Manager
- Summary
The Solid Waste Division (SWD), Recycling and Environmental Services Section (RES) is inviting applications for a Project/Program Manager III to support its Green Building (GreenTools) program. The successful candidate will provide a wide range of support to move the County towards Zero Waste of Resources and a sustainable built environment integrating equity and social justice opportunities.
The desired candidate will participate in tasks associated with green building policy, implementation of sustainable development in county-owned capital projects, management of internal green building team, tracking performance measures, training, implementing the County Green Building Ordinance, helping to achieve and implement the targets and priority actions of the Strategic Climate Action Plan, ensuring our development practices achieve the goals of the Equity and Social Justice Credits, and supporting other King County sustainability programs. This is a professional position; work is conducted independently and in collaboration with other program managers and the RES Environmental Programs Managing Supervisor.

Permanent Teleworking Requirement: The work associated with these positions will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Primarily teleworking and occasionally King Street Center - 201 South Jackson Street, Seattle, and project sites.
Work Schedule: This position works 8 hours per day, M-F, 8:00am to 5:00pm. It is exempt from FLSA provisions and is not over-time eligible.
About Solid Waste Division: The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use and regenerate natural systems. The Recycling and Environmental Services (RES) Section leads the Division’s efforts on product stewardship, policy, developing end markets for recycled materials, recycling, environmental stewardship, and several compliance programs. Notable among those are the Waste Stream Compliance & Enforcement Program, green building, household hazardous waste and “Wastemobile” service, school education, and resource recovery.
Example of Job Duties:- Implement the Green Building Ordinance that requires all County-owned capital projects to have the latest green building and sustainable development practices.
- Co-lead the Green Building Focus Area of the King County Strategic Climate Action Plan, and implement the County Operations priority actions and performance measures.
- Assist with green building rating system interpretations and applications.
- Update and maintain King County’s Sustainable Infrastructure Scorecard
- Manage, develop, draft, and shepherd green building and other SWD policy updates
- Organize, facilitate, or participate in project ecocharrettes and working sessions to identify the green building, sustainability, equity and social justice strategies for the project.
- Develop or review project equity and social justice plans and equity impact review efforts. Provide suggestions and examples of strategies and efforts that can apply to projects.
- Manage and coordinate the internal Green Building Team.
- Provide green building technical assistance to county divisions, individual capital projects, project managers and team members.
- Manage annual green building reporting of over 400 individual capital projects from nine divisions: review annual reports, green building rating system checklists, and construction and demolition documents for performance. Provide feedback to divisions and projects. Analyze reporting data and manage performance measures.
- Serve on project teams as subject matter expert for green building, sustainability, and equity and social justice. Review design and construction phase drawings and deliverables such as project sustainability plan, energy model, material specification, life cycle cost analysis, construction and demolition plans and reports. Support project teams to meet policy requirements.
- Provide, develop, and facilitate training on green building rating systems, green building and sustainable development strategies, best practices, and case studies to increase awareness and skill-building.
- Support and participate in other GreenTools, Construction and Demolition Program, Recycling and Environmental Services Section, and Solid Waste Division programs and activities.
- Develop, build, and maintain strong relationships with stakeholders and public agencies in the green building and broader building industry.

- Demonstrated skills in managing projects involving multi-agency teams and developing effective networks to accomplish program goals.
- Ability to build and maintain positive working relationships and partnerships with a variety of partners, stakeholders, and interest groups, including, but not limited to various county and/or state agencies, organizations, and associations.
- Experience in contract management and procurement processes.
- Demonstrated skills in managing data and performance measures
- Ability to successfully work with multidisciplinary teams, matrix-based organizational structures and coalitions.
- Strong project management skills with the ability to manage multiple projects and meet deadlines with high attention to detail.
- Demonstrated ability to work with program management and various project teams to achieve results within specified deadlines.
- Demonstrated skill in written and oral communications and making presentations.
- Demonstrated skills in translating technical information and goals into specific action steps necessary to catalyze public policy changes to be adopted.
