King County is searching for exceptional leaders to serve as an Administrative Service Manager for the Harborview Bond Program Office. King County is one of America's fastest-growing regions. The County is a dynamic organization building partnerships with communities, stakeholders, and employees to meet the key challenges facing the Northwest -- equity and social justice, expansion of healthcare services, climate change, and regional mobility.

To meet these challenges, the Administrative Services Manager is responsible for managing the various financial and administrative functions of this project. This role is highly visible and requires a great deal of political savvy. This project will have major impacts on our residents and a four-state region.
This role is a Special Duty Assignment for current King County Facilities Management Employees only.

ABOUT HARBORVIEW MEDICAL CENTER

Harborview Medical Center is a comprehensive health care facility owned by King County Government, governed by a County-appointed Board of Trustees, and managed by the University of Washington School of Medicine. Its primary mission is to provide high quality to the indigent and under-served residents of King County. In serving a four-state region, Harborview is home to the nationally renowned level-one trauma center, and the Medic One Emergency Response Unit which was established as one of the country's first paramedic response programs. Many of Washington State's emergency medical service technicians are trained at Harborview. The Medical Center combines state-of-the-art emergency medical services with general medicine and specialty clinics, including centers of excellence in burn, neurosciences, ophthalmology, infectious disease, and rehab therapy. Harborview Medical Center is the designated disaster control hospital for the region.

Over the years Harborview's medical facilities have expanded and changed to meet the demands of a growing population and progress in the fields of patient care, medicine, and technology. The current campus spans 13 acres and multiple buildings connected by underground tunnels.

In 2020 the voters of King County approved $1.74 billion in bond funding to support new facilities at Harborview Medical Center. The resulting Harborview Bond Program will build over one million square feet of new and renovated spaces. The new facilities will include construction of a new-high rise inpatient bed tower, and a new behavioral health building. Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds. Additional upgrades are designated throughout various facilities, including a full renovation of the Pioneer Square Clinic. The Harborview Bond Program will impact the entire campus including new street and helipad access. The work is expected to extend over a minimum 8 years and the campus will remain operational 24/7 throughout the duration of the work.

Job Duties



KEY DELIVERABLES AND EXPECTATIONS: To be considered for these opportunities, you must at a minimum, demonstrate knowledge, skills, and ability to:
  • Oversee the finance, accounting and/or budget functions for the department including management of grant funds.
  • Oversee a combination of primary administrative support functions for the department such as human resources, technology functions, facilities and asset management, customer account services, codes and contracts and general administrative support services.
  • Participate with other management staff in planning and implementing overall departmental objectives. Assist in the development of the department's business plan including performance indicators and outcome measures.
  • Assess department projects and programs and their financial requirements, participate in developing strategic planning and implementation efforts for projects and programs.
  • Manage the budgets for the various administrative services assigned. Receive department budget proposals, determine priorities and compose budget documents. Represent the department at all budget hearings and meetings.
  • Serve as a member of the department's management team.
  • Supervise the work of assigned staff. Hire, assign and schedule work, evaluate performance and initiate disciplinary action when appropriate.
  • Analyze and interpret legislation, identify impacts and ensure resources and plans are prepared to remain in compliance with changing requirements.
  • Develop cooperative working relationships with elected officials, County administrators, and representatives of other governmental agencies, co-workers and the public. Make presentations and participate in negotiations regarding the administrative services and functions performed by the department.
  • Develop policies and procedures within areas of responsibility.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Have an exceptional record of successfully managing, developing, and/or implementing strategic initiatives, policies, and systems to deliver facility projects.
  • Be customer-focused and comfortable advising and partnering with senior and executive level management and key stakeholders regarding complex initiatives, policies, and issues involved in executing major capital programs.
  • Understands how to manage complex projects including scoping and organizing resources, developing work programs, and facilitating multi-disciplinary teams.
  • Be an excellent people leader and understands how to manage effectively through others.
  • Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
  • Be a champion for equity & social justice. Understands that systematic racism and its long-term effects are pervasive in our society. Are comfortable having candid and sincere conversations with all employees and stakeholders about race and equity in our work.
  • Be organizationally and politically savvy. Able to manage highly visible, complex, and sensitive projects and programs involving multiple and diverse stakeholders with conflicting priorities and political considerations.
  • Be an effective communicator and able to connect with audiences at all levels.
