Summary



The position will work with a strong team of knowledgeable colleagues to help property owners ensure proper wastewater treatment and safe drinking water. We conduct permit processing, education, inspection and compliance, provide technical assistance, to the public and work to develop a program to encourage septic systems owners to get their septic systems inspected.

Public Health - Seattle & King County is seeking a skilled, enthusiastic and dedicated Health and Environmental Investigator II for the On-site Sewage System Programs. The Health & Environmental Investigator will provide technical assistance and education for customer success through application review and OSS management. This position also reviews building applications received by public health for joint reviews that involve the Department of Local Services Permitting Division. This position will also play a key role in implementing a new permitting software, helping teammates and customers navigate new processes and applications. Additionally, the OSS Health & Environmental Investigator will implement program activities and priorities outlined by the King County Equity and Social Justice Ordinance and the King County Strategic Plan. The most successful candidate will enjoy working with individual customers and colleagues to navigate complex processes and find solutions.

Work Schedule

This position typically works 8 hours per day, Monday through Friday, 40 hours per week anytime between 7:00 a.m. to 6:00 p.m. Flexible work schedule, rare weekend/evening work needed. This position is subject to the Fair Labor Standards Act and is overtime eligible.

Work Location
The work associated with this position will be performed predominately through a hybrid work schedule of onsite at the King County Eastgate Public Health office located at 14350 SE Eastgate Way Bellevue, WA 98007 and remote work. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The Environmental Health Division reserves the right to place staff at worksite locations or transfer staff to new worksite locations that best support the efficient delivery of services.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Job Duties

  • Provide culturally competent education, technical assistance, and regulatory compliance advice to property owners, real estate industry, OSS industry, and the general public.
  • Convey and interpret public health and environmental codes, regulations, policies, and technical regulatory information to a variety of diverse audiences.
  • Conduct inspections to ensure compliance with current public health and environmental codes, regulations and policies.
  • Respond to public complaints and inquiries on environmental health matters.
  • Maintain and use digital reporting and application review software, including Envision Connect, Bluebeam Revu, and Tyler Enterprise Permitting & Licensing.
  • Evaluate individual actions and program policies and recommend and implement changes to increase racial, social, and economic equity in services.
  • Work with other agencies and jurisdictions to respond to needs related to OSS.
  • Work with other investigators to maximize consistency and support process improvement.
  • Participate in assigned Environmental Health Division meetings and trainings.

Experience, Qualifications, Knowledge, Skills



Desired:
  • Possession of a Certificate of Registration as a Sanitarian at time of hire is highly desirable.
  • Knowledge of the King County government, its mandates and functions, and familiarity with the regional and local policy issues and challenges that affect King County.
  • Experience and knowledge related to on-site sewage systems and/or drinking water.
  • Bilingual in English plus one (1) or more of the following languages representing large populations in King County: Spanish, Vietnamese, Chinese, Somali, Russian, Ukrainian, Korean, Amharic, Hindi, Punjabi, or other languages.
  • Skills in oral and written communication and presentation skills.
  • Enjoy working with challenging people and strive to find solutions for tough problems.
Ideal Canidate:
  • Registered Sanitarian certificate from the National Environmental Health Association (NEHA) or the Washington State Environmental Health Association (WSBRS) is required within 12 months of hire into this position.
  • Have earned 30 semester hours (or 45 quarter hours) of college credit in basic science coursework.
  • Basic sciences include life sciences, natural sciences, physical sciences, or health sciences (e.g. biology, chemistry, engineering, geology, soil science, and toxicology).
  • Proficiency with software programs, including Microsoft Office, (Word, Excel, Teams, and Outlook), and ability to quickly master Envision database, Bluebeam Software, OnlineRME, and performance management system.
  • Ability to interpret and apply federal, state, and local laws and regulations.
  • Proof of a current, valid, Washington State Driver License, or the ability to obtain one prior to the start of work.
