The Tuberculosis (TB) Control Program Manager leads all TB Control Program administrative functions, including budget management, overseeing interdisciplinary teams and providing input to the TB Disease Control Officer on setting program direction. Working with internal and external stakeholders, the position leads program strategic planning, implements and guides work based on equity and social justice principles, builds effective teams and implements continuous quality improvement in clinical and program operations. Program Description 
The Tuberculosis Control Program, located in Harborview Medical Center, employs physicians, epidemiologists, nurses, disease investigators, outreach workers, and administrative staff. The program, by law, is required to evaluate and treat individuals who may have a diagnosis of infectious tuberculosis. This work includes direct clinical care, prevention of the spread of tuberculosis, education to community providers and partners, coordinating care with refugee services and homeless services, and conducting investigations in congregate settings where people are at high risk of having been infected with tuberculosis.

This position reports to the Prevention Division Director and works in close collaboration with the TB Disease Control Officer/Program Director (DCO).

Work Location: Downtown Seattle, Harborview Medical Center. Some of the work associated with this position will be performed  through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Schedule: The normal work week is Monday through Friday. It is FLSA exempt and therefore not overtime eligible.

Job Duties

Primary Responsibilities: 

  • Provide administrative leadership with DCO and overall operational management for all aspects of the Tuberculosis Control Program.   
  • In close collaboration with the DCO, assure implementation of TB control best practices. 
  • Lead program strategic planning and implementation. 
  • Continuously create and encourage a culture of employee engagement, employee well- being and belongingness. 
  • Provide direct supervision for about five staff, and administrative leadership and mentoring for approximately 25 employees. 
  • Assure the development, monitoring and management of a $5.7 million program budget.  
  • Plan, develop, implement and evaluate services, programs and administrative systems. 
  • Hire, supervise and evaluate program staff. 
  • Work with internal partners (e.g. Finance, Human Resources, Communications, Office of the Director) to assure smooth program operations. 
  • Coordinate and lead grant writing. 
  • Serve as member of Prevention Division Leadership Team. 
  • Work with external partners and stakeholders to advance TB program goals. 
  • Ensure program decisions are planned, delivered and evaluated based on principles of equity and social justice. 

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will have a strong grounding in public health and any combination of education and experience that clearly demonstrates the ability to achieve the key deliverables of the position and ability to provide program leadership. 
Specific Qualifications:  

  • Demonstrated knowledge of public health principles, infectious diseases and disease-control measures for at-risk populations.  
  • Demonstrated ability to apply principles of equity and social justice in the workplace, commitment to and experience building a pro-equity and anti-racist workplace. 
  • Experience overseeing a public health or related health or social services program including program planning and budget management. 
  • At least two years of experience leading or supervising a diverse interdisciplinary staff.  
  • Working knowledge of principles and practices of human resources and labor relations, employment practices, public policy development, performance improvement coaching. 
  • Experience developing and managing grants and contracts. 
  • Demonstrated knowledge and ability to manage budgets and complex finances. 
  • Experience implementing continuous process improvement.  
  • Demonstrated cultural competence working with diverse populations and interest groups.
