The Housing, Homeless and Community Development Division has an exciting career service opportunity to join the team as a Health Through Housing (HTH) Operations Manager. We are looking for an experienced and organized leader to manage overall operations and performance of the HTH Initiative.
The Health through Housing (HTH) Operations Manager (Special Projects Manager I) will be responsible for managing the overall operations and performance of the HTH Initiative, including policies and practices related to real estate agreements, HTH team operations, evaluation and data collection, and stakeholder coordination. They will coordinate operations across the Executive Branch, including DCHS , FMD , PAO , and KSCO , to ensure execution of the strategic vision and continuous alignment with the adopted Implementation Plan.
In addition, the HTH Operations Manager will lead decision-making around communications strategy, as well as co-manage special projects such as annual reporting, investment monitoring, transmittals, public records requests, and responses to media inquiries. They will also be responsible for managing internal HTH operations and systems, implementing and holding accountability to legislative commitments, and ensuring consistency and compliance of Health through Housing Implementation Plan processes.
Collaboration and partnerships are crucial to the success of Health through Housing. The HTH Operations Manager will co-design and lead necessary stakeholder processes with local communities or homeless/affordable housing constituents. Additionally, the HTH Operations Manager will coordinate and co-manage evaluation-related activities with contractors and the internal Health through Housing PME team.

WE ARE LOOKING FOR CANDIDATES WHO:
- Are skilled, organized leaders, able to create, review, and perfect internal systems to improve operations.
- Can operate in a politically sensitive environment, with nuance and attention to detail.
- Have at least three years of professional experiences that demonstrate commitment to serving vulnerable populations in King County.
- Demonstrate exceptional communication skills and experience providing oversight of communications strategies for a large project or initiative in partnership with communications stakeholders and/or dedicated communications staff.
- Have the ability to identify intersecting issues, challenges and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Have a combination of education and/or professional and life experience that enables the ability to learn complex processes quickly, analyze and improve those processes, and then teach others about the processes.
- Have demonstrated presentation skills and professional-level writing skills.
- Demonstrated ability to work independently and as a member of a team.
- Have a well-developed understanding and application of equity and social justice principles.
- Demonstrated skill in planning, evaluating, and managing a budget.
- Can provide engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
- Have a team orientation with a willingness to coach, mentor and support colleagues while being coached, mentored, and supported by colleagues.
- Experience managing complex operations, planning, implementing, and improving systems.
- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.
- This position is not represented by a union.
- The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
