Best Starts for Kids (Best Starts) is King County’s community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. Initially approved by voters in 2015 and in place since 2016, Best Starts invests in comprehensive supports for children, youth, young adults, and families and caregivers, catalyzing strong starts in early childhood, and sustaining those gains as children progress to adulthood. Best Starts was renewed by voters in August 2021. Implementation of Best Starts is guided by the BSK Implementation Plan, approved by the King County Council in November 2021 for Levy 2022-27.

Help Me Grow (HMG) is a national model designed to empower families to support their children’s health by connecting them to what they need, when and how they need it.  Help Me Grow King County (HMGKC) is centered in equity and community based solutions, and implements four core components:   Coordinated Access, Family & Community Partnership, Data & Evaluation, and Service Provider & Professional Partnership. The HMGKC strategy serves a foundation for all Best Starts prenatal to five – year old strategies supporting resource navigation and supporting resource navigation and focusing on integration and partnership with all Best Starts funded early learning strategies. 

The Help Me Grow Program Coordinator (Project/Program Manager II) will work as part of the Help Me Grow King County team to implement and refine the Help Me Grow King County system.
The Help Me Grow Initiative sits within PHSKC’s Policy Team in the Office of the Director and supports prenatal to five programming in Best Starts. The position reports to the Policy Manager and is a part of the Help Me Grow team. 
Public Health-Seattle King County (PHSKC) is the metropolitan health department serving all of King County. The mission of PHSKC is to eliminate health inequities and maximize opportunities for every person to achieve optimal health. DCHS manages a wide range of programs and services to assist the county's most vulnerable residents. The department maintains a pro-equity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents. DCHS and PHSKC jointly administer Best Starts through a cross-departmental approach

Job Duties

  • Support the Help Me Grow King County team to implement the Best Starts for Kids Help Me Grow King County strategic plan.
  • Coordinate with the Public Health contracting and fiscal teams to ensure that Help Me Grow contracts are aligned with contracting requirements and practices.
  • Create, implement and document contracting tools and processes; monitoring contract progress and payments including reviewing and processing invoices; and communicate with community partners.
  • Provide programmatic support to the other members of the Help Me Grow Team including convening internal and external partners, scheduling meetings, managing meeting logistics, preparing agendas and presentation materials, documenting key decisions, and providing follow-up to participants after meetings.
  • Assist in researching culturally relevant best practices that can be applied to the Help Me Grow framework.
  • Coordinate closely with other existing and emerging King County initiatives related to early learning, child development, and relational health to assure that outreach, implementation and evaluation activities are well-coordinated.
  • Create an environment that fosters open communication, teamwork, commitment to quality service, a culture of learning and continuous improvement.

Experience, Qualifications, Knowledge, Skills

  • Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on communities and populations.
  • Able to recognize, name and interrupt racism and anti-Blackness.
  • Knowledge of the prenatal to five years and early learning, child development, and relational health sectors in King County and Washington State.
  • Adept at developing communication at the individual, group and community levels.
  • Ability to work across sectors to increase opportunities and improve results.
  • Ability to work with a variety of individuals from diverse backgrounds and build consensus among a diverse group of individuals with varying opinions.
  • Able to work with a wide range of partners to develop culturally and linguistically appropriate versions of messages and materials.
  • Excellent oral and written communication skills.
  • Able to work creatively and flexibly both independently and as a team member. 
  • Ability to work under deadlines, work on multiple tasks simultaneously, and organize and prioritize work quickly in response to changing needs. 
  • Able to travel throughout King County and the region in a timely manner including to locations that may not be served by public transportation.

Work schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and is  overtime eligible. The standard schedule is Monday to Friday from 8 a.m. to 5 p.m. 

Work Location: 

The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1200, Seattle.

The work associated with this position will be performed through teleworking with reporting to office location, and in person meetings as needed. Possible return in the office TBD. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
