We have an opportunity for a skilled project manager with strong leadership skills and a passion for mental health. The position of a Hospital and Mental Health Residential (HMHR) Utilization Management Supervisor provides clinical and operational supervisory oversight of the HMHR section within the Behavioral Health and Recovery Division (BHRD). The Hospital and Mental Health Residential Utilization Management Supervisor assures Mental Health Residential placements continue to meet medical necessity per level of care in order to provide continued payment by reviewing continuing stay documentation submitted by residential providers. This position supervises the Mental Health Utilization Management Specialist staff.

TELEWORKING INFORMATION: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Job Duties
- Supervises and monitors activities of Mental Health Utilization Management Specialists in conducting continuing stay reviews to determine that an individual continues to meet medical necessity per level of care and identify those who meet the criteria to step down or step up to an alternative level of care.
- Ensures continuing stay reviews meet Utilization Management Timelines established by BHRD's Quality team.
- Communicate outcomes of continuing stay reviews with supervisors of mental health residential facilities contracted through the King County Integrated Care Network (KCICN).
- Develop and maintain excellent working relationships with providers and colleagues working for allied systems, excellent and current knowledge of the system of resources available to those with behavioral health disorders, and excellent abilities to communicate clearly with a variety of individuals.
- Attend and participate in assigned meetings, treatment conferences, and committees relevant to the performance of job functions.
- Ensure billing and documentation meet and follow King County BHRD policies and procedures.
- Maintain adherence to King County BH-ASO's Policies and Procedures.
- Work with and be inclusive of people who have been consumers in the mental health, substance use, and/or criminal justice system.
- Develop and maintain excellent working relationships and collaboration with providers and colleagues working for allied systems, maintaining current knowledge of the system of resources available to those with behavioral health disorders and being able to communicate clearly with individuals of all levels.
- Troubleshoots and resolves issues that may arise between system partners, internally and externally.
- Supervises and monitors all documentation activities of the Utilization Management staff to ensure billing and documentation, meet and follow King County BH-ASO policies and procedures.
- Participates in BHRD management-related activities as possible.
- Participates in the integration of behavioral health and physical health efforts.
- Perform other related duties as assigned.
- Master's Degree in Social Work, Psychology, Behavioral Science or a related field.
- Mental Health Professional as defined in WAC 246-341-0200 and RCW 71.05.020.
- Demonstrated leadership skills.
- Experience working with publicly funded behavioral health service systems.
- Knowledge of issues related to mental health residential treatment facilities.
- Knowledge of and experience with psychiatric hospital discharge planning services and the scope of services provided within the facilities.
- Understanding of issues related to, and recent experience working with, high-risk, high-need populations and frequent users of deep-end services.
- Ability to work with a variety of individuals representing allied systems, such as hospital personnel, behavioral health providers, courts, and judicial staff, and System of Care such as Developmental Disabilities Administration, Aging and Disability Services, Department of Corrections, and other entities.
- Knowledge of utilization management strategies and quality management practices.
- Excellent verbal and written communication skills.
- Experience gathering and utilizing data and generating reports for system improvements and for presentation to management staff and others.
- Demonstrated ability to simultaneously manage multiple tasks/projects in detail and meet deadlines.
- Computer skills; knowledge of MS Outlook, Word, PowerPoint, and Excel.
- 3 or more years of recent supervisory experience.
