We are recruiting for a Career Service position centrally located within the Performance Measurement and Evaluation (PME) unit of the DCHS Director's Office. PME is composed of a team of dedicated program evaluators and analysts who work with partners within and outside of DCHS to test innovative approaches to tackling a variety of system, policy, and service delivery challenges.

This position will lead evaluation and performance measurement support for the Housing, Homelessness and Community Development Division (HHCCD). The positions allow highly-skilled evaluators the opportunity to partner with Division leadership to evaluate King County programs that focus on affordable housing, housing finance and capital, homelessness prevention, and homeless housing. The division is home to work such as DCHS’ support of the Affordable Housing Committee’s regional housing policy coordination, funding for the development and preservation of affordable housing, Housing Repair program, Youth Family Homelessness Prevention Initiative, Eviction Prevention and Rental Assistance program, Community Development program, Equitable Development program and two newly created programs Capital for Early Learning Facilities and the Health through Housing program that aims to house 1,600 chronically homeless households.

The position will lead a team of 3-4 evaluators responsible for performance measurement and evaluation of homeless housing and homelessness prevention, supporting data analytics and the evolution of a performance and accountability framework for King County’s regional affordable housing policy work, and leading data development efforts to create new data sources for understanding evictions, the current production pipeline of affordable units, and existing income restricted units.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.

Teleworking Requirement 
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are requiredincluding the wearing of masks in some situations. Job Duties

Develop Performance Measures and Evaluate High Priority Initiatives

  • Partner closely with division leadership to support the data and evaluation needs of the Housing Homelessness and Community Development Division.
  • Supervise and support evaluation staff working to develop, analyze and report evaluation and performance measurement of HHCDD.
  • Provide leadership in the development, implementation, and management of continuous quality improvement (CQI) processes needed to support and improve outcomes for people living in King County. 
  • Support the evaluation team’s work with program staff, implementing agencies, stakeholders, and planning teams to design program performance measures and evaluation approaches. This may include leading evaluation efforts for more complex programs. 
  • Work with the evaluation team to design and conduct program evaluations of key initiatives using rigorous evaluation methods (e.g., RCT, quasi-experimental design).
  • Negotiate data sharing agreements with external data stewards and ensure compliance with data use and data security standards.
  • Coordinate with members of PME to develop foundational documents that support standardized workflows and processes across the unit; support and champion compliance with these policies and processes.

Make Meaning of Complex Data

  • Develop and/or review performance monitoring reports, dashboards, presentations, and other visual representations of data. 
  • Support the analysis and interpretation of both quantitative and qualitative data using appropriate statistical methods and data manipulation tools.
  • Prepare and present reports and briefings that summarize results and interpretations of findings for a wide range of audiences including policy makers, system administrators, service providers, clients, advocates and/or community representatives.
  • Respond to data requests requiring integrated data or complex analytical approaches.
  • Oversee complex data development and/or IT projects involving a mix of subject matter experts and technical staff.
  • Train and support program staff and implementing agencies on performance measurement, data collection, reporting, CQI and other evaluation related activities. 
  • Participate in selected team, work group, division, and department meetings.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations.
  • Ability to apply a race equity framework to all areas of the work, including methods, analysis, results interpretation and dissemination.
  • Three or more years of experience conducting program evaluations and developing performance measures.
  • Demonstrated knowledge of: quantitative and qualitative analysis principles and methods; principles and practices of intervention research and program evaluation; subject privacy; methods, tools and techniques of applied research; study design and advanced analytic procedures; data collection methods, including surveys; and computerized database systems.
  • Critical thinking and analytical capabilities, and experience developing and implementing continuous quality improvement (CQI) strategies.
  • Superb attention to detail and ability to think analytically. 
  • Experience with data management, analysis, and visualization tools such as SQL, Excel, SAS, R, and/or Tableau.
  • Experience directly supervising staff.
  • Strong oral and written communication skills, including the ability to communicate well with diverse groups in multiple settings.
  • Skilled at writing professional documents for specific audiences including high-level summaries for non-technical stakeholders and detailed technical notes for evaluation colleagues.
  • Strong problem solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team.
  • Experience successfully managing complex projects, anticipating stakeholder needs, synthesizing information, making decisions, and meeting deadlines.


  • An advanced degree in social sciences, public health, performance measurement, research methods and statistics and/or equivalent education and experience.
  • Experience in analyzing housing affordability, affordable housing production, public housing, evictions, homelessness, and other related topics.
  • Knowledge of housing and homelessness data (e.g. HMIS, CHAS, ACS, PUMS), policies, and/or programs.
  • Knowledge of social and human service business process and use of performance management tools within a service environment.
  • Experience in community-based and participatory research methods.
  • Expert skills in data visualization tools such as Tableau.
  • Expert skills in SQL and statistical software such as R or SAS.
  • Experience extracting, matching, cleaning, managing, and validating data.
  • Familiarity with Results Based Accountability (RBA) framework.
