The Housing, Homelessness and Community Development Division is seeking qualified internal applicants for a Special Duty Assignment to serve as the Housing Repair Program Manager III. The successful applicant will be responsible for ensuring oversight and continuity of critical Housing Repair functions during the current Manager's leave. Responsibilities will include overseeing Housing Repair team and workload, onboarding new team members, coordinating and monitoring underwriting, workflow, and contracts.
This position is responsible for managing the Housing Repair Program within the King County Housing, Homelessness and Community Development Division (HHCDD). Housing Repair provides loans/grants and project management services for vital home repairs to eligible low to moderate-income households so homeowners can remain safe in their homes. The HHCDD Program administers federal Community Development Block Grant (CDBG) funds, HOME funds, Veterans Seniors Human Services Levy (VSHSL) and other fund sources on behalf of unincorporated King County and a consortium of most cities in the county outside of Seattle. The work of the Housing Repair Section is funded with consortium HOME and CDBG funds and must be coordinated with consortium city partners through established processes, including approval of policies and guidelines through an interjurisdictional Joint Recommendations Committee.
WHO MAY APPLY: This position is only open to current King County employees that meet the minimum qualifications. Interviews for this selection process will take place on or around March 28, 2023.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT : The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
- Supervise five Housing Repair staff using workload analysis to provide appropriate service levels.
- Assign projects to staff based on application intake and staff workload.
- Onboard new staff.
- Manage all section funding sources and ensure compliance with the regulations of those sources.
- Establish and oversee team underwriting process. Review staff underwriting analyses and approve or reject housing repair applications based on project eligibility and program requirements.
- Coordinate with Finance lead who will set projects up in database and assign project management fees to each project.
- Oversee project contracting and progress. Work with both homeowner and contractor to address any project issues or concerns.
- Develop and negotiate memoranda of agreements for on-call services, such as construction management agreements, lead-based paint risk assessments and historic preservation/archeology services.
- Work with appropriate HHCDD program staff to develop and maintain accounting procedures, project tracking, internal management tools and external reports for the general public as well as other public/private entities, including King County HCD partners.
- Work with Fiscal BFO assigned to track projects and appropriate funding sources.
- Review requests for changes including mortgage lenders' requests for subordination and partial deed releases.
- Execute program documents per established guidelines, including mortgage satisfactions, deed releases and subordination requests.
- Provide technical assistance for other teams within HHCDD regarding compliance with federal lead-based paint regulations, procedures and processes.
- Participate on the HHCDD management team with other HHCDD program managers and perform duties that are instrumental to the efficient operation of the Housing Repair Program and the HHCD Division.
- Participate in, and network with, applicable sub-regional, regional and/or statewide task forces or trade associations related to the field.
- Other duties as assigned.
- Degree in engineering, construction management, public administration, business administration, finance, or other related field and at least four years of progressively responsible experience in housing rehabilitation/repair program or related field; or a combination of education and progressively responsible applicable experience that provides the skills and abilities to perform housing rehabilitation/repair management job duties.
- Demonstrated experience of at least four years in loan underwriting and processing.
- Demonstrated experience of at least four years in housing rehabilitation/repair or other construction related work, with demonstrated knowledge of construction costs and labor requirements, construction materials, methods and techniques and other requirements, including, but not limited to building code, mechanical, plumbing, and electrical requirements.
- Demonstrated knowledge of CDBG and HOME federal subsidy sources and general regulations relating to housing rehabilitation/repair.
- Demonstrated knowledge of EPA/HUD regulations regarding lead-based paint inspections, risk assessments and clearance examinations; state certification for lead-based paint risk assessment preferred.
- Demonstrated experience supervising staff and providing team leadership; experience supervising housing rehabilitation/repair staff preferred.
- Strong written and oral communications skills.
- Strong negotiation and consensus-building skills.
- Ability to plan and implement marketing and outreach strategies.
- Ability to conduct program evaluation that informs short and long-term program planning.
- Intermediate skills in Microsoft Word, Excel, Access, Outlook and the Internet.
- Valid Washington State Driver's License and the ability to travel throughout the county in a timely manner.
