Summary
The Civil Service Administration (CSA) team seeks a highly skilled Human Resource (HR) Analyst. You will manage and analyze data and conduct complex recruiting processes for positions within the King County Sheriff's Office. This role requires strict adherence to policy, ability to meet deadlines, and pivot toward team-oriented work.
The Civil Service Administration team is part of the Human Resources Services Delivery Division (HRSD) for King County's Department of Human Resources (DHR). The HR Analyst will join a team of three human resource analysts and a supervisor. The CSA team is committed to strategic planning, continuous process improvement, and advancing equity, racial and social justice. What is Civil Service? The purpose of Civil Service is to establish rules and processes that promote a merit-based system of employment for positions within the office of county sheriff. Work Location
The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104. The incumbent will have a hybrid work schedule and may work remotely and onsite. Up to 60% of this work will be performed at the assigned work location or other King County facility. All team members will facilitate in-person testing, oral board interviews, and promotional assessments as required.
Work Schedule
This is a career service position, fully benefited, and overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m. - 5:00 p.m., Monday through Friday.
Union Membership
This position is represented by Teamsters Local 117/Professional & Technical and classified as Human Resource Analyst (class code 2311200).
Teleworking Requirement
The work associated with this position is currently being performed in a hybrid fashion including teleworking, complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

- Design processes and use systems to collect and manage recruiting data.
- Analyze recruitment data and advise team members on areas for process improvement.
- Develop reporting and analysis to support strategic planning.
- Set regular reporting cycles and identify ways to deliver data to multiple levels of the organization.
- Support complex testing and recruiting activities as an exam proctor and facilitator.
- Build and sustain effective relationships and communication. verbally and in writing, timelines, and deliverables to internal partners and customers.
- Represent Civil Service through the careful application of rules and policies, communicating to various audiences with the goal to increase understanding and trust.
- Innovate and implement a wide range of human resources programs, processes, and procedures to improve the candidate experience and hiring outcomes for the King County Sheriff's Office.
- Assure compliance with laws, rules, and regulations, and coordinate with other human resources teams.
- Other duties as assigned.
- Minimum of three years of progressive experience and demonstrated proficiency in recruiting/selection processes, policy, and data analysis OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.
- Skill in using data management systems, research, records management, and interpreting statistical data.
- Experience in recruiting, with the ability to prepare and administer pre-employment examinations.
- Innovative problem-solving skills, seeking continuous process improvement.
- Excellent communication and facilitation skills.
- Demonstrate success communicating to varied and diverse audiences, both verbally and in writing.
- Exceptional customer service skills, including an ability to establish and maintain relationships with all levels of the organization.
- Skill in effective time management, prioritizing competing deadlines, and managing multiple projects.
- Demonstrate sensitivity to and understanding of diverse communities, cultures, and backgrounds.
- Experience working with and knowledge of state and federal discrimination law, general employment principles, and general labor law as they relate to administering hiring processes.

- Experience working in the public sector.
- Experience recruiting for public safety positions (law enforcement, fire, and 911).
- Experience using NEOGOV's Insight module for recruitment and selection process.
