The Human Resources (HR) Systems, Analytics, and Operations Team within the Department of Human Resources (DHR) seeks an innovative, driven, and customer-focused HR Application Lead.

Reporting to the Business Operations Systems and Support Manager, the HR Application Lead will provide daily maintenance, troubleshooting, and customer assistance related to the implementation and refinement of HR software applications. This position will play a key role in translating the business needs of multiple enterprise stakeholders into system functionality that supports the employee lifecycle. In partnership with DHR leadership and related business experts, it will help determine business requirements and conduct process analysis, prioritization, training, and administration of HR systems and technologies, with a focus on NEOGOV's platform.

The HR Application Lead will engage with human resource professionals and subject matter experts through facilitated discussions to gather input on County use and best practices related to current NEOGOV modules that include Insight and the Online Hiring Center, Onboard, Perform, Comply, eForms, and Learn. This role will also lead analysis and project management activities to plan, design, implement, and maintain NEOGOV's applications.

Other Position Information
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is not represented by a union and is classified as a Functional Analyst III; class code 7304300.

Job Duties
  • Lead the day-to-day support and ongoing administration of the NEOGOV platform in collaboration with other human resource application leads.
  • Support DHR's implementation of future NEOGOV functionality; train, coach, and mentor end-users on solution functions, practices, and policies; communicate expectations and manage department and end-user performance in alignment with stated expectations.
  • Configure system modules and functions along business standards and best practices.
  • Lead project teams and research system functionality to help shape business strategy with stakeholders' vision.
  • Ensure that individual modules, features, and interfaces all support records life cycle in an integrated manner.
  • Develop, deliver, and evaluate technical training documents and programs to support enterprise alignment.
  • Work with vendors, internal partners, and functional leads to review, analyze, and configure system functionality.
  • Manage system enhancements and provide change management expertise on system functionality to human resource professionals and County leadership.
  • Document standard work and processes.
  • Conduct regular audits to maintain system standards and security role alignment.
  • Use digital ticketing solution to troubleshoot, document, and resolve system issues and challenges that require a greater level of system access and greater technical acumen.
  • Design workflows in collaboration with business stakeholders to ensure new functionality is optimal in NEOGOV's test environment prior to system launch in production.
  • Develop and support queries, reports, dashboards, and metrics in support of system auditing, decision making, and data integration with other HR data sources.

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications:
  • Bachelor's degree in Human Resources, Information Technology, Business Administration, or related area; AND
  • Three years of experience in Human Resource Information Systems (HRIS); OR
  • Any combination of education and experience that clearly demonstrates the ability to perform the duties of the position.
Other Qualifications:
  • Customer service oriented and skilled at working effectively and cooperatively with a variety of individuals from diverse backgrounds.
  • Forward thinker who identifies and executes improved methods for system efficiencies and work solutions.
  • Proven ability to independently analyze, problem solve, resolve conflicts, and collaborate with others to find creative solutions.
  • Demonstrated experience in day-to-day administration and maintenance of an enterprise-wide Software as a Service (SaaS) application.
  • Advanced knowledge and understanding of organizational business systems and practices, business systems integration and design, workflow analysis, and process re-engineering.
  • Knowledge of general training and development practices and standards sufficient to support working with human resource professionals with varying degrees of technology proficiency.
  • Proven ability to partner and collaborate with customers on projects and work requests, help identify business requirements, document business processes, and recommend solutions.
  • Possess a proven continuous improvement and growth-oriented mindset.
  • Skill in oral and written communication and persuasion sufficient to conduct technical training, manage communications in support of implementation efforts, and present to various audience levels of expertise.
  • Knowledge, understanding, and skill in the application of complex functional analysis, automated systems testing procedures, data analysis, design, and troubleshooting applications.
  • Strong auditing, risk assessment, and compliance skills.
  • Ability to write system documentation, create data dictionaries, and understand technical specifications.
  • Ability to apply project management principles and practices. Must be able to handle multiple competing priorities and produce quality detailed work within tight timeframes.
  • Self-starter who can lead and participate as a member of a self-directed work team and collaborate with other team members.
Desirable Qualifications:
  • Experience with NEOGOV Insight and Online Hiring Center, Onboard, Perform, Comply, eForms, and Learn modules.
  • Experience in a unionized and political work environment.
  • Experience with PeopleSoft or other Enterprise Resource Planning (ERP) software.
  • Experience as a liaison between technology and human resource professionals.

Teleworking Requirement
The work associated with this position will be performed predominantly through telework, complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
