**This is a Special Duty Assignment (SDA)/Term Limited Temporary (TLT) opportunity that is expected to last no less than six months, and may extend to one year. First preference for hiring will be current King County employees.**
King County Metro Transit Employee Services is searching for an HR Manager to provide leadership, direction, oversight, and support for Metro’s Human Resources Information Management (HRIM) team, PeopleSoft, Laserfiche, and side-system scheduling/timekeeping systems. The person in this role will partner with Department of Human Resources (DHR) and Metro divisions to plan future progression and deployment of the HR system. They will also collaboratively oversee the change management cycle including communications and training related to system implementations to drive behavior changes and adoption. This role develops and provides ongoing oversight of workforce metrics.
- Job Duties

- Ensure a consistent high-level of quality deliverables to support Metro’s HRIM needs.
- Supervise the HRIM team, set direction and goals, including motivating people to perform, listening, providing feedback, recognizing strengths, and overcoming challenges. Partner with others in Employee Services and throughout Metro to troubleshoot and problem solve. Identify and resolve issues that may impede success of day-to-day, short-term and long-term work.
- Ensure compliance with local, state, and federal policies, procedures, and regulations.
Provide Leadership and Influence Culture
- Provide leadership to team members to facilitate resolutions to work issues. Assist team members define shared and individual goals, meet target dates, and ensure alignment of team goals with customer needs. Foster team morale, trust, and mutual respect.
- Develop, direct and/or provide orientation to both existing staff and new staff on new processes and systems. Work collaboratively with the team. Evaluate individual and team performance, manage performance, work collaboratively with the individuals to coach and improve performance. Contribute to the planning, development, implementation, and evaluation of Metro’s strategic system road map. Develop and implement short and long-term division goals and objectives to ensure the delivery of effective and efficient services. Identify business challenges and use data analysis to help influence changes to the operations, processes, or programs. Work collaboratively with the Business Resource Center (BRC) to manage and administer the human resources component of PeopleSoft in managing the data collection, maintenance, and the integrity of the system. Serve as PeopleSoft Department Security Officer. Develop and/or coordinate the development of audit reports. Research reasons for data anomalies and ensure appropriate corrections or adjustment are made. Develop and deliver, or overseen the development and delivery of, education and training programs on a variety of enterprise products including PeopleSoft and Laserfiche applications. Provide information and/or answers to Employee Services management, Division Directors, managers, and supervisors on payroll and human resources matters. Proactively identify solutions, share appropriate information, and manage up to meet Metro’s needs. Be the HR point of contact for Metro’s side-system scheduling/timekeeping systems for pay issues, system updates, or interface file questions. Be participating member of BI Insights Data Governance group.
Manage HR Information for People Services and Processes
- Oversee and coordinate the activities of the HRIM staff including data input, processing, and maintenance of electronic and paper employee records as well as the processing of employee information such as new hires, terminations, salary determination/changes, workflow design, workload calculations, reclassification, and status changes ensuring the consistent interpretation of applicable collective bargaining agreements and the Master Labor Agreement.
- Ensure appropriate processes to support activities such as position management, contract implementation, leaves, benefit enrollment, records management, etc.
- Develop and maintain people metrics reporting, and advanced and predictive analytics. Monitor and assess statistical information reporting requirements; ensure the development of routine and specific reports in accordance with the needs of Metro, collective bargaining agreements, other King County departments, and external stakeholders.
- Collaborate internally with other Employee Services teams, and externally with DHR, BRC, Office of Labor Relations (OLR), and Central Payroll to ensure HRIM team provides advice to managers and employees in compliance with collective bargaining agreements, Contingent Worker Manual, Master Labor Agreement, government regulations, benefit plans, etc., as well as King County and Metro policies and procedures.
- Attend Labor/Management and third-party hearings as necessary. Work collaboratively with BRC and OLR on contract implementations, merit increase process, and year-end and year-beginning activities. Lead the human resources business process improvement activities through methods such as analyzing process design and flow, leveraging technological capabilities, and recommending improvements using technological functionality and participating as a member of a team to build project plans and implement improvements. Research and prepare confidential labor relations reports relating to negotiations, grievances, Department of Labor and Industries (L&I) inquires. Perform other related duties as assigned.
- Experience, Qualifications, Knowledge, Skills
This position requires a Bachelor’s Degree in Business Administration, Information Technology, or Human Resources and 3-5 years of experience in human resource information systems or equivalent experience and education to perform the job.

- Have robust knowledge of PeopleSoft structure, functions, and processes.
- Demonstrate ability to communicate technical concepts and processes using clear, simple language and visuals. Have the ability to effectively plan, set priorities, allocate resources, and manage complex tasks, including coordinating with individuals and teams across the Department. Have the ability to anticipate, draw conclusions, and adapt to changing needs. Have the ability to identify gaps in processes gather information from stakeholders, and develop plans to mitigate those gaps. Have skills in constructive conflict resolution and ability to work around obstacles to ensure success. Have the ability to be a strong collaborative partner, exercising a high level of tact, good judgment, discretion, diplomacy, and cooperative working relationships with diverse groups of people.
- Have the ability to work well with people, lead teams, and manage collaboratively to achieve positive results.
- Have familiarity with general human resources processes and procedures within the employee life cycle.
- Have strong delegation and time management skills.
- Have strong auditing, risk assessment, and compliance skills and experience.
Desirable Qualifications (not required):
- Formal training in management of information systems, computer science, business management systems, or a similar discipline.
- Knowledge and experience with continuous improvement.

Work Schedule
The work schedule is normally day shift Monday through Friday. This position is not subject to the provisions of the Fair Labor Standards Act, and is therefore not eligible for overtime pay.
