Human Resource Analyst - Special Duty/Term-Limited

The Human Resources Unit of the Water and Land Resources Division seeks interested applicants for a Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) as a Human Resource Analyst. This position will primarily be responsible for recruitment, selection, and onboarding activities, including employment outreach. Additional responsibilities will include assisting with records management, providing general administrative and analytical advice and support, maintaining human resource-related databases, and other human resources functions. The ideal candidate will thrive in a fast-paced environment, possess excellent customer service and communication skills, and work well independently and as part of our HR team.
About the Division:
The Water and Land Resources Division (WLRD) protects, restores, and manages King County's water and land using the best available science, innovation, and collaborating with our partners and the community. WLRD employs scientists, engineers, policy experts, ecologists, and project managers dedicated to protecting the health and integrity of King County’s natural resources, so that they can be enjoyed today and for generations to come. WLRD provides flood control services, stormwater management, and other natural resource management services throughout the county. The division has six sections - Stormwater Services, River & Floodplain Management, Rural & Regional Services, Science & Technical Support, Finance & Administration, and the Environmental Laboratory.

Who May Apply: This position is open to all King County employees and the general public. If the successful applicant is a King County career service employee, this position will be offered as a Special Duty Assignment. Employees must have their current supervisor's approval to accept a Special Duty Assignment. This recruitment may also be used to fill future TLT and/or SDA positions.
Duration: This position is anticipated to end by March 31, 2023.
Telecommuting Requirement:
The work associated with this position will be performed by teleworking with some onsite work and meetings. The frequency of onsite work will be informed by business needs. Employees will have access to shared workspaces as needed at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Predominately teleworking and work onsite as needed at King Street Center 201 S. Jackson St., Suite 5600, Seattle WA 98104.
Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act and is overtime eligible. This full-time position also works a 40-hour work week, Monday through Friday. The person in this assignment may be required to work extended and/or flexible hours to respond to service needs.- Job Duties
In this role, you will apply equity and social justice principles to all aspects of the work. Examples of duties include:
- Manage full-cycle recruitment and selection processes, including consulting with hiring managers, posting job opportunities, arranging outreach, screening applications, scheduling interviews, preparing interview materials, monitoring applicant tracking, and overseeing pre-employment processes.
- Participate in recruiting activities, including outreach, comprehensive recruitment planning, talent-sourcing, and focusing on increasing diversity in our workforce.
- Provide excellent customer service by responding to inquiries. Communicate a wide variety of information to employees and the public; research and respond to inquiries; apply established rules, regulations, labor contracts, and employment laws when responding to inquiries and processing paperwork.
- Administer human resource processes by organizing requests, assisting with researching best practices, creating and updating detailed reports and dashboards, and drafting materials such as presentations and reports. Ensure compliance with standard employment procedures and applicable Federal, State, and County regulations.
- Manage records by ensuring timely creation, maintenance, and archiving documents/files to support historical accuracy; and following records retention and destruction procedures per legal requirements.
- Perform general office support by preparing correspondence and reports, scheduling meetings and appointments, researching, and compiling information, updating templates and websites, making recommendations for process improvements and streamlining procedures.
- Provide information, advice, and consultation to a high volume of inquiries from employees, management, staff, and the public. Handle confidential and sensitive information.
- Assist in the administration of various human resource-related projects such as performance appraisals and merit pay implementation, executive leave awards, and position management.

- Excellent computer skills with Microsoft Office 365, including Word, Excel, PowerPoint, Outlook and SharePoint.
- Experience in using PeopleSoft Software.
- Experience in using NEOGOV for recruitment.
- Basic experience in using Tableau.
- Experience with King County human resources policies, programs, and procedures.
- Experience in high level/high volume recruitment efforts for public sector positions.
