The King County Council is looking for a strategic partner with a passion for implementing a wide range of human resource services and programs. The Council’s Human Resources (HR) Manager is responsible for building and managing the Council’s HR functions to ensure legal compliance and implementation of human resource systems and processes for the Legislative Branch. This position will provide technical advice, recommendations, and determinations on complex and/or sensitive human resource issues, litigation cases, arbitrations, discrimination complaints and unemployment hearings.
The successful candidate is a flexible leader, who thinks outside of the box and has a proven track record of directing and coordinating human resource services and programs. This is an exciting opportunity to join the King County Council staff, and play a vital role in supporting Council employees, and foster collaborative working relationships with Council staff and Councilmembers. The HR Manager will also ensure effective human resource policies and programs are implemented and align with the Council’s goals and objectives.
This position requires a self-starter with a keen political acumen, cultural competence and experience working and building trusted relationships amongst employees. The HR Manager is a salaried, at-will, overtime exempt classification. This position reports directly to the Director of Operations but is responsive to all members of the council.

In order to be considered for this opportunity, an applicant must be able to do the following:
- Develop, implement, and coordinate human resource management programs and projects that have branch-wide impact, such as disability accommodation, exit interviews, supported employment, and training modules such as diversity, sexual harassment, ADA, interviewing and applicant tracking system.
- Advise and train managers and supervisors regarding labor relations, classification and compensation, employment and other human resource laws, issues, policies, strategies and guidelines, labor contracts and discipline administration.
- Lead and coordinate human resources functions for the entire Legislative Branch;
including development, update and implementation of Legislative Branch personnel policies and HR strategic plans for the Legislative Branch. - Supervise Council HR and payroll employees and functions to ensure consistent implementation throughout the legislative branch.
- Support litigation and/or administrative proceedings on all human resource matters and complaints.
- Prepare compensation studies, including necessary research and analysis, implementation of cost analysis cost/benefit analysis and present recommendations.
- Provide mediation and conflict resolution services to managers and employees, conduct internal investigations, and serve as the point of contact for external investigations, make factual determinations, prepare reports and make recommendations, and presentations to Councilmembers and Council committees as needed.
- Design a branch-wide biennial training plan. Ensure the implementation of the plan and evaluate its progress regularly.
- Manage the administration of labor agreements for the branch.
- Create and maintain performance management standards, including performance evaluation records for the legislative branch.
- Act as a resource for all Council members and legislative branch staff regarding human resource related matters.

Competitive candidates will possess a Bachelor’s Degree; experience managing, coaching, and training employees, working in a unionized environment, AND/OR any combination of education and/or experience that clearly demonstrates the ability to perform the scope of the job duties as described in the job description may also be considered. We know that historically marginalized people often do not have the opportunity for advanced education so we value “lived experience” when the candidate can demonstrate the following abilities:- Advise on human resources and supervisory principles and practices including project management principles and techniques.
- Expertise in negotiation and mediation, problem solving, conflict resolution techniques and decision making.
- Prepare and present professional and influential written materials on a variety of complex and sensitive public policy matters.
- Skill in employee relations, employment and labor law, compensation, staffing and employment, training and development, performance coaching and management, employee relations and organizational development.
- Guide staff on principles and practical applications of classification and compensation administration, training program development and implementation techniques, principles and practices of labor contract negotiation and administration, grievance handling and arbitration processes.
- Conduct research and analysis related to HR policies, planning, and organizational development.
- Develop and maintain positive and influential relationships with Council leadership, staff and County departments, and all relevant external customers and stakeholders within King County.
- Flexible and agile thinker in sometimes chaotic political situations. Have a strong grounding with elected officials, Council leadership, staff, and County agencies.
- Understand the County’s Equity and Social Justice (ESJ) goals to advise on HR related policies and programs.

COMPENSATION & HOW TO APPLY:
This position is open to all qualified candidates. The annual salary range for this position is $105,525 - $141,919, dental and vision insurance as well as a generous vacation and leave program.
