Human Resources Manager III
- Summary
This position will be filled as a Term Limited Temporary (TLT) or Special Duty Assignment (SDA) and is anticipated to last up to six months.
The Department of Adult and Juvenile Detention (DAJD) seeks a Human Resources (HR) Manager III to provide strategic leadership to the Department in developing and maintaining a highly skilled, diverse and engaged workforce. The DAJD HR Manager III is a member of the Senior Management Team and plays a key role in delivering the Department's mission of providing safety and security for the public, employees and clients. Incumbents of this position must possess an exceptional ability to lead innovation and maintain an extremely high level of confidentiality.
The DAJD HR team consists of the DAJD HR Manager III, HR Manager II, three Senior HR Analysts, three HR Analysts, one Employee Labor Relations Representative, two HR Associates and one Employee Engagement Manager. We work collaboratively to manage all HR related employee needs. DAJD is a professional and nationally recognized organization that supports safe, vibrant, and healthy communities in partnership with other criminal justice and human service agencies. DAJD consists of approximately 900 employees and operates the largest county jail in the State of Washington, housing an average daily population of more than 1800 inmates.
DAJD's mission is to contribute to the public safety of the residents of King County and Washington State by operating safe, secure, and humane detention facilities and community corrections programs, in an innovative and cost-effective manner.

The HR Manager III is an employee of the Department of Human Resources and works collaboratively with and reports jointly to the Chief of Administration in DAJD and the Human Resources Service Delivery (HRSD) Division Director. This reporting structure ensures consistent delivery of HR policies and practices across the county, while supporting the unique and varied needs of each department's line of business.
Successful candidates for this position will be able to clearly demonstrate skill and ability to:- Serve as a strategic advisor to the leadership team. Provide advice to managers on HR policy and regulations in the Department, while balancing the need for consistency and alignment with county HR programs. Communicate complex HR ideas effectively in multiple settings with diverse audiences.
- Manage high-quality and timely HR service delivery:
- Shape and implement systems for recruitment, development, and retention of a high quality, diverse workforce that is prepared for the evolving business needs of the future.
- Conduct investigations related to HR issues.
- Administer collective bargaining agreements and applicable laws including Fair Labor Standards Act, Americans with Disabilities Act and others.
- Build and lead effective teams:
- Allocate staff and resources to meet service delivery demands and workload fluctuations.
- Coach, mentor, and develop direct reports as well as coach managers to do the same.
- Set goals for high-quality and customer-focused service. Measure progress on goal achievement.
- Model best practices in managing employees:
- Engage and motivate employees to work to the full extent of their classification.
- Effectively manage diverse groups of people and understand how organizations work.
- Create an environment of continuous learning and skill development.
- Foster a culture where every employee is accountable for high-quality service delivery.

- Experience, Qualifications, Knowledge, Skills
The ideal candidate for this role will:
- Have a strong human resources and/or labor relations background and expertise; or any combination of education and experience that clearly demonstrates the ability to perform all the key deliverables and expectations of the position.
- Bring a strong background in managing and providing strategic leadership to multi-faceted organizations, including working collaboratively at all levels.
- Be customer-focused and comfortable advising and partnering with senior and executive level management on a variety of complex HR policies, procedures, and practices.
- Be a champion for equity & social justice, understand that systematic racism and its long- term effects are pervasive in our society.
- Be comfortable having candid and sincere conversations with all employees about race and equity in the workplace.
- Design and maintain systems that encourage leader and employee engagement.
- Resolve workplace conflict skillfully.
- Have strong experience managing complex employee leave issues and programs.
- Be able to manage multiple and competing priorities in a fast-paced environment effectively.
Additional qualifications that will be helpful in this role:
Proficiency with PeopleSoft
Proficiency with the NEOGOV applicant tracking system (ATS)
Demonstrated ability to manage change and knowledge of continuous improvement methodologies
Experience engaging a team that is both on-site and remote
Experience performing HR service delivery in a unionized environment
Experience in the public sector, government or other municipal agency

It is a hiring requirement that all staff employed by DAJD successfully pass a thorough background investigations process, which includes fingerprinting, criminal history check, reference checks, and other tests as deemed necessary.- Supplemental Information

- This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible.

Teleworking Requirement
The work associated with this position is currently being performed predominantly by teleworking, complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The workspace for this position is located in the King County Courthouse in Downtown Seattle, Washington and may require access to secure detention facilities as well.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
