- Summary
Public Health – Seattle & King County’s Emergency Preparedness section is seeking an organized, efficient, and approachable program leader to support the department’s COVID-19 response by serving as the Information Management/Planning Section Deputy Chief for Public Health’s Emergency Operations Center.
The Information Management/Planning Section Deputy Chief helps to oversee the collection, analysis, documentation, and dissemination of incident information to support the needs of incident response staff, partners, and the public. This position is responsible for developing strategy, providing technical expertise, overseeing the body of work within the Information Management/Planning Section, as well as assisting with hiring and daily supervision of section staff. This position reports to the Information Management Section Chief and works closely with other Deputies.

- Job Duties
- Lead strategy and planning in the Information Management Section. Develop goals and strategies to accomplish the work with clear expectations. Determine schedules, scope, and prioritization of work for section staff;
- Implement and refine processes for collecting and sharing critical incident information through close coordination with Operations Section staff;
- Maintain awareness of situation status and current response actions;
- Oversee the weekly planning process, including the development of the weekly Incident Action Plan, Situation Report, and other key products;
- Ensure a coordinated schedule and approach for developing and disseminating incident documents and briefings, including with response partners;
- Oversee and provide technical direction for creation of user guides, protocols and provision of training and coaching in knowledge areas;
- Lead section support staff by monitoring work performance, providing feedback, ensuring that workloads are balanced, team-building, and managing hiring/onboarding of new staff as needed;
- Inspire and create a positive work environment that promotes team unity while working with individuals from diverse backgrounds;
- Organize and facilitate meetings for incident responders;
- Support effort to capture lessons learned and needed improvements based on debriefs and after-action reviews with identified responders;
- Provide backup coverage for other Information Management and Operations Coordination Section staff as needed.

- Demonstrated ability to build and maintain good working relationships with staff and stakeholders using principles of good customer service and diplomacy;
- Demonstrated skills in personnel supervision, management, and team building.
- Skill and experience in strategic thinking, planning, and executing projects from vision through implementation;
- Demonstrated time management and organizational skills, including the ability to handle numerous projects simultaneously and complete projects within specified deadlines;
- Comfortable delegating tasks and directing the work of others;
- Knowledge of office management techniques and principles; general office experience providing administrative, technical, clerical and customer service support functions in a fast-paced environment;
- Flexibility and ability to maintain composure during stressful situations;
- Excellent writing and editing skills;
- Experience with group facilitation;
- Demonstrated cultural awareness; has an equity mindset and is comfortable talking about equity and social justice;
- Experience or familiarity with emergency response and incident management principles;
- Experience with process and systems documentation;
- Proficient computer and typing skills including advanced knowledge of the Microsoft Office Suite; specifically: Teams, Outlook, Word, Excel, and PowerPoint.
WE WOULD LOVE IT IF YOU HAVE- Familiarity with current King County COVID-19 response strategies;
- Experience in/knowledge of public health;
- Previous emergency response or incident management experience;
- Completion of FEMA’s National Incident Management System trainings (e.g., IS 100, 200, 700);
- Experience with managing programs;
- Demonstrated skill in developing and giving presentations;
- Experience conducting after action reviews, debriefing activities, or surveys;
- Demonstrated ability to learn and comprehend new and complex bodies of knowledge efficiently.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

WORK SCHEDULE & LOCATION
SCHEDULE: This is a full-time position that is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. The typical work schedule is Monday-Friday, 8am–5pm, but evening and weekend work may be required.
