- Develop, implement, and evaluate standard processes for Inquest Program Attorney (IPA) work.
- Provide training, work direction and guidance to IPAs, including evaluating work product and providing input to performance evaluations.
- Support the development of Inquest Program procedures, guidelines, and program performance metrics.
- Provide consultation to the Inquest Program Manager on changes to law or policy with potential impacts to the Inquest Program.
- At the direction of the Inquest Program Manager, may assign IPAs and other program staff to inquest hearings.
Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:
- Interpret municipal codes, state and local laws, legislative and court decisions, and other legal requirements applicable to facilitate hearings.
- Plan, prepare and present case strategies in court.
- Draft and review correspondence, pleadings, and motions; prepare hearing exhibits and case files and facilitate hearings. Prepare interrogatories for hearings.
- Locate, work with and prepare experts in various fields (i.e. forensics, forensic ballistics, pathology, medical, etc.).
- Communicate and effectively maintain positive work relationships with diverse peers, Inquest Administrators, the Inquest Program Manager, staff, county organizational units, communities, and agencies.
- Research, write and argue pretrial motions.
- Interpret and explain policy and law to officials, law enforcement, other professionals, and the public.
- Present facts and recommendations in a clear, concise, and logical manner both orally and in writing.
- Work with Inquest Program Manager and staff to ensure hearing exhibits and official documents are properly identified and maintained as part of the permanent record.
WE ARE LOOKING FOR CANDIDATES WHO:
- Have a Juris Doctor (J.D.) Degree (required)
- Are experienced in managing complex case-loads and maintaining appropriate records, logs and case files.
- Have a demonstrated history of delivering responsive customer service.
- Are able to present thorough and concise confidential oral and written reports.
- Have a strong work ethic and commitment to working effectively in a team environment.
- Have a strong commitment to Equity and Social Justice (ESJ), including working on personal cultural competency.
- Are proficient in using an office productivity suite. The County uses Microsoft Office 365.
- Are well-developed in human relations skill to gain trust while working with others in difficult situations.
- Have the ability to organize, facilitate, and carry out a court or administrative hearing process.
- Have the ability to maintain order in hearings, remain fair and impartial with decisions, and to properly handle private and confidential communication.
- Are skilled in handling multiple competing priorities, sensitive situations, and crisis situations and functioning well under time pressure.
- Are able to prioritize workload to meet deadlines.
- Skill in directing and evaluating the work of professional staff.
- Skill in developing standard work processes and procedures, including evaluation metrics.
- Knowledge of performance management practices and techniques.
- Candidates must be a member in good standing with the Washington State Bar Association prior to an offer of employment.
- Candidates must be able to work variable schedules and travel to hearing locations in Seattle and Kent, WA.
- This position is exempt therefore not overtime eligible.
