The Jail Health Services division is hiring for an Inventory Purchasing Specialist III position. The Jail Health Services supply team is a sub section of Operations. They purchase, manage, and stock all medical and office supplies for our division. They also manage invoices, reimbursements, licensing and more.
The responsibilities of this classification include purchasing specialized inventory and non-stock items, providing cost analysis, and recommending strategies for finding alternative sources. Incumbents in this classification function as leads and provide training for co-workers. This is the third level within a three-level inventory purchasing classification series. This classification is distinguished from the other levels because incumbents work independently; make stocking and buying decisions within applicable federal, Washington State and local laws and regulations; and have advanced buying and alternative sourcing knowledge. Incumbents may direct the work of others.
JHS provides needed health and social services to the incarcerated population located in the King County jails - King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. We care about the patients we serve and their health outcomes. Our division includes over 250 employees and an annual budget of over $60 million.
The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is To assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.
Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.
JHS staff manage the complex health needs of underserved populations many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.

Work Schedule
The work schedule for this lead position will be Sunday through Thursday with hours primarily being on day shift (7:00am - 3:30pm). Alternate work hours may be negotiable. Some evening, weekend, and holiday work may be required depending on operational needs. This position may allow for up to two days per week telecommuting for administrative tasks, dependent on front line supply duty coverage and completion of training.

Job Duties
- Obtain price quotes, research vendor sources and select vendors for standard and specialized parts, materials, supplies, tools and services.
- Work with vendors to resolve problems such as billing inconsistencies, quantity or product errors, and contract interpretation.
- Assist with or prepare and review bid specifications.
- Manage inventory warehousing disbursements; document and set stocking levels; process inventory purchases; perform cycle counts and physical inventory audits; perform warehouse shipping and receiving; and demonstrate responsibility for material handling. Maintain adequate stock to meet user needs.
- Monitor blanket expenditures.
- Research alternative sources.
- Conduct cost analysis to support cost savings for King County.
- Identify and recommend strategies for surplus, sale and salvage of obsolete inventory items.
- Train employees in other inventory/purchasing classification levels in buying functions, new concepts, changing laws and updated procedures.
- Prepare reports. Help develop work unit goals, objectives and projections.
- Monitor the use, storage and handling of hazardous materials.
- Control tool-room supplies and equipment.
- Plan production and allocate resources for in-house manufacturing process.
- Track warranties and supporting documents.
- Plan, organize and oversee stores personnel. Ensure quality control of work performed.
- Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
Desired:
- Experience obtaining price quotes, purchasing, invoicing, and completing other procurement related functions
- Experience with Oracle web-based procurement software
- Experience working with multiple vendors simultaneously
- Strong customer service background and experience working with multi-disciplinary teams
- Ability to be flexible and accept a wide range of tasks to support a changing and fast paced environment
- Experience in basic mathematics with good organization and research skills
- General knowledge of supplies used to provide medical services
- Knowledge of basic medical terminology -Self-starting and initiative taking team player
- Experience working in a correctional facility or healthcare facility such as a hospital
- Knowledge of, and experience working with, medical equipment
- Experience troubleshooting medical equipment
- Microsoft Word, Excel, Powerpoint, Teams and Adobe.
- Experience with analyzing and monitoring data or trends
- Excellent communication both verbal and written
