We are seeking an IT Portfolio Delivery Team Manager to lead a team of program and project managers in our Agile PMO. The ideal candidate has expertise in program and project management and the delivery of outcomes through Agile (particularly SAFe and Scrum) and traditional methodologies while providing exceptional customer service. This IT Portfolio Delivery Team Manager will report directly to the Principal PMO Manager in Business Advisory Services and will assist in the management of the Portfolio of technology programs and projects for all 18 agencies of County government (including Human Services, Law and Public Safety, Natural Resources and Parks, etc.). This position will lead a team of Program/Project Managers (8-11) in the successful delivery of technology solutions that provide value to our customers.

Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
- Project Delivery - Measuring and Enabling Execution: Ensure project teams provide adequate visibility of their progress (e.g. through optimization of Portfolio Management software and KPI reporting). Perform audits that will uncover issues and challenges and make recommendations to increase efficiency and ensure project delivery. Oversee risks and issues and assist PMs on how to address them.
- Resource Management: Define PM allocations to meet project requirements at any stage. Ensure the proper, ongoing management of project resource allocation, including adjustments based on emerging business or technical opportunities and challenges.
- Growth, Development, Continuous Improvement: Identify professional development requirements for PMs and work on a plan to address them. Measure and report the progress of teams and individuals in meeting their goals and provide feedback. Contribute to improvements of organizational processes.
- Support the management of KCIT's Portfolio of active projects, planned projects and managed efforts (CapX and OpX)
- Support performance objectives, KPIs/metrics, and Visual Management to drive employee engagement, customer satisfaction, time to release and productivity
- Support KPI reporting to track and communicate overall portfolio performance and status, providing a real-time, comprehensive, and prioritized view of all projects
- Support the rollout, configuration, effective use, and continuous improvement of Project and Portfolio Management tool (Planview PPM Pro)
- Support the development of processes to manage project prioritization for the enterprise
- Work with the Customer Success account managers to ensure expert delivery and customer service and to elicit feedback for continuous improvement
- Support the adoption and the continuous improvement of the Project Management Framework for all methodologies (agile/scrum, Waterfall)
- Ensure that project managers deliver all projects and managed efforts based on a consistent Project Management Framework that meets governance obligations, favors and follows Agile Approaches (SAFe, Scrum) whenever possible, and maintains focus on delivering outcomes for the end-user/customer.
- Support the optimization of project planning, vendor management, resource engagement, project risk identification and control, decisions and issue resolution
- Support raising the maturity level of the Project Management organization by mentoring, guiding, and driving continuous improvement
- Support an environment of collaboration, successful delivery and continuous improvement
- Clear roadblocks for project/program teams
- Recruit and onboard new project managers.
- Supervise, mentor, train, and develop project managers.
- Determine, track, and report individual and unit performance goals.
- 5 or more years' experience managing IT Program/Project Managers as direct reports
- 7 or more years as an IT Project/Program Manager (or equivalent experience) demonstrating experience with IT-related projects
- Advanced knowledge of project management principles and techniques
- Experience in leading vendor procurement activities, and managing vendor performance and compliance with contracted deliverables during an IT project
- Demonstrated ability in establishing and maintaining effective relationships with direct reports, management, customers, and stakeholders
- Experience delivering projects using Scrum/Agile principles
- Ability to develop and oversee implementation of work plans with competing project priorities, anticipating and adjusting for risks and issues
- Ability to work collaboratively, maneuvering through complex situation effectively
- Strong written and verbal communications skills
- Demonstrated experience working with and/or leading cross-functional teams focused on excellence in customer service, engaging, educating and exciting staff with passion and commitment
- Listens to direct reports, helping them perform and grow
- Ability to read situations quickly, resolving conflicts using facts and diplomacy
- Scaled Agile Framework (SAFe) and/or Scrum (CSM, CSPO) certification
- Project Management Professional (PMP), Program Management Professional (PgMP) or Project Portfolio Management (PfMp) Certification
- Change Management experience, expertise and certification
- Prior experience in public sector/government IT organizations
