KCIT is seeking an IT Service Management (ITSM) Product Owner. The Product Owner (PO) is a member of the Agile Team responsible for defining Stories and prioritizing the Team Backlog to streamline the execution of program priorities while maintaining the conceptual and technical integrity of the Features or components for the team. The PO has a significant role in maximizing the value produced by the team and ensuring Stories meet the user’s needs and comply with the Definition of Done. This role has significant relationships and responsibilities outside the local team, including working with Product Management, Customers, Business Owners, and other stakeholders.

Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.

The Product Owner Role is an essential member of any agile scrum team. Product Owner Responsibilities include:
- Create, refine, socialize and prioritize the Product backlog (Epics, Features, User Stories, Acceptance Criteria, etc.) ensuring alignment of requirements and deliverables to business/product goals.
- May serve as Product Owner for one or more Product Teams.
- Gather, manage, and prioritize the product backlog (the prioritized list of requirements for future product development).
- Manage actively (daily) the product backlog (updates/edits) based on team or customer input
- Change the order of items in the product backlog to reflect customer priority and technical enablement
- Ensure each User Story has the correct acceptance criteria
- Generate supporting or clarifying documentation for backlog items (e.g. a process diagram that will provide necessary context for a given User Story)
- Be available to the Scrum team at all times to answer any questions team members have regarding the customer’s needs and the customer’s views of how the team is implementing a product feature.
- Work closely with Scrum team to ensure the right customer problem is solved.
- Develop business requirements for products/technology solutions. Create, refine, socialize and prioritize the Product backlog (Epics, Features, User Stories, Acceptance Criteria, etc.) ensuring alignment of requirements and deliverables to business/product goals. May serve as Product Owner for one or more Product Teams. The Sr. BA enables stakeholders to articulate the need and the rationale for change and supports the design and description of solutions that can deliver value to the county and its constituents.
- Collaborate with departments to assess needs and to develop and implement broad-based solutions/programs.
- Understand the enterprise problems and goals, analyzing needs and solutions, devising strategies, and facilitating stakeholder collaboration.
- Create models or other tools (workflows) to support business process changes that accompany solution modifications/additions.
- Develops End-User Readiness Materials for Change Management, Training, and User Acceptance Testing (UAT). Develops UAT plans for end users and collaborates with QA to develop end to end testing.
- The senior business analyst mentors and models the methodologies, techniques and behaviors for the journey business analyst.
- Be a liaison between the ITSM Product Team and the Customer Experience team within CSS and elsewhere, to assist with data collection from Cherwell for turning that info into visual analytics/metrics.
- Experience, Qualifications, Knowledge, Skills
- Relevant work experience in IT service management
- Experience in business analysis and solutioning
- Strong analytical/diagnostic skills and attention to detail
- Overall high-level knowledge of IT as a whole to include network, servers, endpoint, cyber, and cloud technologies
- At least 3 years of demonstrated experience using recent Microsoft Operating Systems, Office Suites and common applications (E.g. Win 10, Teams, Office 2016/365, OneDrive, SharePoint, etc)
- Experience working with an IT service management tool
- Experience at working both independently and in a team-oriented, collaborative environment is essential
- Ability to establish and maintain exceptional customer relationships
- Skill in collaborating effectively with management, peers, other KCIT service teams and customers
- Skill in building consensus and coming to a resolution among a diverse group of individuals with conflicting viewpoints
- Demonstrated positive attitude towards peers and leadership, learns from mistakes, seeks feedback, is open to criticism, and is easily coachable
- Ability to communicate orally or in writing; including the ability to communicate complex technical information to a non-technical audience
- Skill in handling multiple competing priorities
- Basic understanding of Scaled Agile Framework for Enterprises (SAFe) methodologies
- Excellent communication skills
- Bachelor’s degree in Information Technology, Information Systems, or related field
- Experience in leading agile teams in a Product Owner role and working with Scrum Masters and Azure DevOps
- ITIL v4 Foundation certification
- ITIL certification (ITIL Practitioner/Intermediate or higher)
- IIBA Membership and tracking advancement to completion of certification of CCBA or CBAP, or completion of IIBA Endorsed Education Provider certification.
