We are seeking a seasoned program manager with lived experience working with racial/ethnic communities who encounter high rates of chronic disease in King County. This position requires advanced skills in managing federal grants, budgeting, writing grant proposals, and facilitation. The current focus of this position will be to manage the portfolio of programs funded by the Centers for Disease Control (CDC) King County Racial and Ethnic Approaches to Community Health (KCREACH), which has two components. The first is designed to improve health equity among African Americans/Blacks and Asian Americans, the two largest racial/ethnic populations living in South Seattle, SeaTac, and Tukwila – a contiguous area in the county where at least 20% of residents live at or below poverty level. The second component is to promote and increase access to flu and COVID-19 vaccinations for Black/African American, African-born, Asian, Hispanic, and Pacific Islander populations throughout the county with a focus on south Seattle and south King County. A successful program manager will build and maintain trusted relationships across internal and external partners and is committed to racial equity. The position reports to the Assistant Chief of the Assessment, Policy Development and Evaluation Unit (APDE) and staffs the KCREACH Governance Team, comprised of the Healthy King County Coalition, Seattle Children’s Hospital, and PHSKC.
Public Health’s Assessment, Policy Development, and Evaluation (APDE), Chronic Disease and Injury Prevention (CDIP), and Communities of Opportunity (COO) works to advance health equity through its policy and systems work, health prevention and promotion efforts, and data/evaluation activities. The basis of our equity work is a commitment towards becoming an anti-racist system. Operationally, the sections are jointly administered and managed. The Assessment, Policy Development and Evaluation (APDE) unit is a nationally recognized leader in community health assessment, providing health assessment data and analysis to inform planning, programs, and policies; and conducting evaluations of regional and local efforts aimed at improving the health of King County residents.
The KCREACH Governance Team governs, approves, and oversees progress on the grant funded activities. Jointly, the partner agencies (Healthy King County Coalition, Seattle Children’s Hospital, and Public Health), ensure health and racial equity forms the platform for KCREACH decisions.

- Coordinate, support, and provide contract, financial, and administrative management oversight for community partners who are implementing the bulk of the program deliverables.
- Assure federal and locally required documentation and deliverables are met, including timely production and submission of progress and fiscal reports, communications products, coordination of site visits, and compliance with federal and local award regulations and reporting requirements.
- Coordinate and support KCREACH Governance Team, Evaluation Team, Communications Team, and Public Health project staff.
- Provide analysis of context and data (such as expenditures, health indicators, progress towards deliverables, and updates from community partners) to inform strategic direction towards racial and health equity.
- Develop proposal and budget narratives in partnership with community and Public Health staff to sustain funding.
- Supervise staff and take on special projects to support the work of the combined sections that consists of Assessment, Policy Development, and Evaluation (APDE), the Chronic Disease & Injury Prevention (CDIP), and Communities of Opportunity (COO).
- Experience, Qualifications, Knowledge, Skills
Racial and health equity
- Demonstrated work history and/or lived experience (personal knowledge or first-hand involvement) working on social and racial justice issues alongside communities from racial, cultural, and economically diverse backgrounds.
- Understanding of context underlying racial and health inequities.
- Communicating and facilitating conversations in ways that inform strategic program and policy decisions to achieve racial and health equity.
- Strong analytic, creative problem-solving, and decision-making abilities, using information from the community context, data, and working within federal and local guidance.
- At least 2 years of experience with managing multiple contracts in compliance with federal and local regulations (such as passing audits of records related to project’s use of funding); expertise with developing, tracking, and adjusting scopes of work, and budgets.
- Experience writing grant proposals and related budget narratives and coordinating grant development.
- Knowledge about public health approach to improving population health; ability to synthesize information such as using landscape analysis to inform policy and program options; experience with capacity-building and partnerships, such as with non-profits and community-based organizations.
- Expertise working effectively with multi-disciplinary partnerships/coalitions, supporting governance of projects, programs and services, creating safe spaces for real-talk, teamwork, culture of learning and improvement, and finding paths to move forward in the work to inform policy development and implementation of health equity projects to improve community health and well-being.
- Excellent communication skills (oral, written, in-person, and remote): concise, responsive, clear, accurate communication (oral, meeting materials, slides, narratives, reports, fact sheets, etc) for diverse audiences (including community members, elected officials, representatives of agencies/organizations, peers, and staff).
- Expert use of project management tools (online and in-person) to organize and prioritize work quickly in response to changing needs and work efficiently under deadlines; expert use of Microsoft Office products such as Excel, Word, Outlook, Zoom or similar video conferencing software, Dropbox or similar shared file management software.
- Experience of supervising and/or mentoring staff to support career development.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The regular workweek is 40 hours, Monday through Friday. Occasional evenings, weekends, on-call work, and some travel are required.
Work Location:The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Seattle.
Telecommuting
The work associated with this position will be performed through teleworking with reporting to office location, and in person meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
