This career service position is open to King County employees and the public.
The King County Sheriff's Office (KCSO) is seeking a highly skilled Co-Responder Project/Program Manager (PPM) IV to plan, organize and execute a new KCSO Mental Health Professional (MHP) Co-Responder Program. Highly qualified candidates will have demonstrated experience establishing policy and delivering integrated social service systems at the local and regional level.
The MHP Co-Responder Program will provide KCSO deputies with a deployable mental health professional for emergent and non-emergent calls of service that have a component of behavioral health, social services, and/or substance abuse. We are looking for individuals with the ability to design programs, write policy, advise on budgetary needs, and implement multiple projects. The Co-Responder PPM IV will lead the MHP Co-Responder Program to become an indispensable resource within King County and the Sheriff's Office.
The Co-Responder PPM IV will report to KCSO's Community Programs and Services Division Chief. This position will work with leadership to integrate equity, racial and social justice in the work of the Sheriff's Office, and support KCSO's commitment to community engagement and collaboration. Job Duties
To be considered for this position, applicants must have five years of progressive program management experience OR a combination of education and experience that clearly demonstrates the ability to perform the duties of the position. Basic qualifications include:

POSITION INFORMATION
This position is career service, FLSA Exempt and is not represented by a union. The usual work week for this position is 40 hours per week (weekdays, approximately 8:00 AM to 5:00 PM). Hours may vary based on business need, and may include some occasional early morning, evening, and weekend hours. This position is based at the King County Courthouse in downtown Seattle. Some hybrid in-person/remote work may be available.

Job Duties
- Create policy and procedures to establish a robust co-responder model within the Sheriff's Office and its contractual partners.
- Determine the charter and scope of the program, and align program goals with KCSO strategies, initiatives, business needs and values.
- Obtain and manage interagency agreements, such as memoranda of understanding.
- Facilitate the coordination of program services between law enforcement and behavioral health agencies.
- Evaluate the public service needs of diverse communities and incorporate a culturally responsive mindset to the design and implementation of program resources.
- Establish measures of success and acceptance criteria.
- Develop methods to track, control, and report overall program status.
- Determine financial and performance indicators and use evaluation of findings to redirect the program.
- Ensure program maintains compliance with all relevant state and county laws and regulations.
- Prepare and give presentations to senior management on project timelines, status updates, and responses to identified issues and risks.
- Liaison with collaborative partners.
- Manage project activity, issues, risks, quality and budget.
- Maintain auditable project files.
- Plan for funding for a sustained program beyond 2024.
- Partner with equity and racial justice subject matter experts to provide culturally responsive, inclusive, and equitable services.
- Supervise and provide direction to other project members.

- Advanced specialized knowledge of strategic planning principles and practices in a large public setting, operating within a complex multicultural and diverse environment.
- Experienced with writing and implementing policy and new procedures.
- Ability to successfully manage projects using current project management principles, methodologies and processes.
- Demonstrated success in organizing, planning and executing multiple large-scale projects.
- Ability to monitor financial status of programs and determine future budgetary requirements.
- Skill in maintaining and reporting detailed and appropriate project documentation.
- Skill in gathering, analyzing and synthesizing data.
- Skill in verbal and written communication.
- Ability to effectively present statistical and narrative information to non-technical audiences.
- Experience managing an integrated behavioral health service program.
- Experience designing and managing projects from vision to implementation.
- Experience working with law enforcement.
- Experience working in government and/or not for profit organizations.
