King County Heat Mitigation Strategy Specialist
- Summary
- The position will play a key role in developing a comprehensive and equitable Heat Mitigation Strategy for King County. This includes planning, organizing, and executing various aspects of the project, including stakeholder/frontline community workshops, research on heat mitigation strategies, and drafting the strategy.
- The position will be supervised on a day-to -day basis by the County’s Climate Preparedness Program Manager. The position’s work will also be guided by the County’s Climate Equity and Community Partnerships Program Manager and a project Steering Committee consisting of representatives from frontline communities, local governments in King County, King County agencies, University Washington, and others.
- The position's term is up to one year. The position will be based in the DNRP Director’s Office.
- Building from the results of heat island mapping completed in 2020, King County will work with local communities and organizations in 2022 to co-develop a King County Heat Mitigation Strategy. The strategy will identify near term and longer-term mitigation actions that King County and community partners can take to effectively address the impacts of extreme heat events. Anticipated actions include planting urban and street trees; increasing public access to green space; developing incentives for energy efficiency retrofits, white roofs, and/or green roofs; increasing access to cooling centers; and increased outreach and education about managing heat impacts on health.
- Project partners include Public Health–Seattle & King County, the City of Seattle, King County Department of Natural Resources and Parks, King County Office of Emergency Management, and King County jurisdictions.
- The strategy, is a shared action/activity in the Climate Preparedness and Sustainable and Resilient Frontline Communities sections of the 2020 SCAP.
- Job Duties
In consultation and coordination with the Climate Preparedness Program Manager:
- Develop and execute a workplan for completing the heat strategy by December 2022.
- Plan, organize, and run meetings with the project Steering Committee.
- Plan, organize, and run workshops with internal and external stakeholders, including local governments in King County, community based organizations, developers/Green Building experts, and health service providers.
- Support frontline community facilitators in planning, organizing, and running meetings with frontline community members and organizations.
- Conduct research on heat mitigation strategies and strategy implementation, including literature reviews and consultation with other communities who have developed heat strategies. Synthesize and present relevant information for use by the Steering Committee and workshop participants.
- Manage invoicing, in partnership with DNRP finance staff, related to reimbursement for frontline community facilitators and workshop participants.
- Write and produce the strategy. This includes working with a graphics designer to produce the final document and any associated derived materials (e.g., presentation slides, fact sheets, web content, etc.).
- Work with DNRP media relations staff to develop key messages and associated public release materials for the strategy’s release.
- Prepare draft progress reports or other grant-related documentation required by the Federal Emergency Management Agency.
- Experience, Qualifications, Knowledge, Skills
Experience:
- A minimum of 3 years’ experience (professional, academic, organizing, lived, etc.) related to environmental and/or climate justice; working with communities of color; equitable community engagement and partnership building; developing and implementing public policy; and/or project management of environmental, climate change, climate equity, community resilience, or related issues.
- Experience with organizing and facilitating discussions of focus groups, workshops, collaborative governance processes, and community-driven policy development.
- Experience building relationships and working collaboratively with a range of stakeholder groups.
- Excellent oral and written communications skills, including a demonstrated ability to develop and deliver multi-mode communications tailored to the unique needs of different audiences.
- Demonstrated success managing projects and resources.
- Demonstrated understanding and commitment to equity and social justice and uplifting community voices.
- Ability to articulate climate justice connections in this work.
- Experience building relationships and working collaboratively with/in limited English-speaking populations, immigrant/refugee communities, BIPOC communities, and culturally diverse communities.
- Strong understanding and prior experience applying climate justice, equity and social justice, and community partnerships best practices.
- Keen analytical and strategic planning skills.
- Experience with GIS/spatial analysis.
- Functional and technical knowledge and experience in one or more climate related topics such as transportation, food systems, energy, green building, consumption and materials, forests, climate impacts and preparedness, and climate and environmental justice.

Working Conditions:
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.
Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week.
