Labor Relations Administrator
- Summary
The King County Office of Labor Relations is seeking an experienced and collaborative professional to join our team as an Administrator I. This is an excellent opportunity to join the Office of Labor Relations and play a role in Executive Constantine's goal to be "the best-run government" by supporting progressive labor and employee relations. This position will provide high level administrative service to the Office of Labor Relations, including payroll and purchasing; internal document and database management; responding to public records and information requests; and budget support.

This position will report directly to the Deputy Director of Labor Relations and have contact with all levels of County management, , interagency professionals, labor union representatives, and legal counsel.

ABOUT THE OFFICE OF LABOR RELATIONS
The Office of Labor Relations (OLR), is an arm of the Executive Office with approximately 16 employees, the majority are Labor Negotiators who negotiate and help administer the County's 75 Labor Agreements covering approximately 12,500 of employees. - Job Duties
Successful candidates for this position will, at a minimum, be able to clearly demonstrate skill and ability to:
- Manage Office payroll including processing of payroll and payroll related PeopleSoft transaction entry.
- Perform office management duties including supply ordering and maintenance, equipment management, and office space administration.
- Respond to and process data and information requests from multiple sources, including labor organizations, the King County Council, the Executive’s Office, the public, Prosecuting Attorneys and negotiators in accordance with records management and other legal requirements.
- Working collaboratively with King County Information Technology, update and maintain all searchable databases.
- Responsible for records for retention management including collective bargaining agreements, memoranda of agreement, grievance letters arbitration and litigation records, general correspondence, and budget documents.
- Support negotiations and grievance processes in partnership with the labor negotiators as requested, including coding and managing documents.
- Support arbitration and other administrative hearings, in conjunction with the negotiator, including managing the transfer of records to the Office of the Prosecuting Attorney.
- Manage Office budget including tracking month to month OLR budget expenditures (and occasionally revenues) and participate in strategy around budget and prepare budget documents
- Collect, scan and distribute mail to appropriate staff attending to any records retention requirements.
- Serve as records management Lead with responsibility for all content manager input, verification of documents for destruction, retention and off-site storage. Ensure proper management of all physical and electronic records.

- Experience, Qualifications, Knowledge, Skills
- Three years of professional experience managing the administrative functions of an office, including but not limited to doing payroll; managing supplies ordering, receiving, filing, and verifying goods and invoices.
- Strong knowledge of electronic records management best practices and tools, One Drive and other database programs and solutions
- Intermediate level skill using Microsoft Office products, including Excel, Word, Outlook, and SharePoint and other applications relevant to the position.
- Experience responding to and tracking public records requests desirable.
- A track record of successful collaboration with clients and an array of stakeholders.
- Strong verbal and written communication skills.
- Can adapt as necessary, while working in a multi-faceted and continuously changing environment.
- An interest in and commitment to continually improving how they approach work.
- Demonstrated ability to develop monitoring and tracking systems to support work activities and administer and monitor those systems.
- Experience providing excellent customer service in-person, through email, and over the phone.
- Experience researching, analyzing, and using data to make decisions or recommendations.
- Ability to use initiative and judgment interpreting policies, rules, and guidelines.
- Demonstrated ability to work independently as well as an effective team member.
- Demonstrated ability to prioritize daily workload while handling multiple tasks, deadlines, and changing priorities.
