Lead Senior Buyer
- Summary
The Procurement and Payables section of the Finance and Business Operations Division (FBOD) is currently recruiting for a Lead Senior Buyer. Our Goods and Services staff is responsible for procuring materials, supplies, equipment, and services in support of King County's operational needs.
This recruitment is to fill a Lead Senior Buyer Special Duty Assignment that is anticipated to end November 15, 2021. This recruitment is ONLY open to all qualified King County Finance and Business Operations career service employees who have passed their initial King County probation.

Your Primary Responsibilities would include: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:- Lead Procurement staff in establishing and administering contracts for agency use, which includes:
- Distributing and overseeing workload
- Resolving contract and procurement issues
- Providing training to staff and customers
- Leading business process improvement projects
- Coaching, mentoring and leading staff to high levels of professional development, productivity and performance, and
- Participating in performance evaluations.
- Interact closely with agency staff throughout King County, and work with vendors and contractors to ensure that county business is conducted openly, inclusively, and provides the best value.
- Propose alternative contracting methods and develop appropriate procurement and contract documents; create new procurement and contracting methods; and draft associated unique terms and conditions. Exercise independent judgment and initiative when working on issues where established guidelines or procedures may not exist.
- Participate in and oversee contract negotiations; ensure timely submittal of documentation; provide advice on solicitation and contracting to project representatives; conduct cost/price analysis.
Competitive Candidates will have the following necessary Technical Skill-Set and Experience:- Experience in leading teams in a culture of continuous business process improvement, including monitoring daily work production, resolving difficult and unusual situations, mentoring, coaching and training
- Experience conducting procurement processes including the preparation of complex requests for proposals and invitations to bid and review of bid tabulation and vendor selection
- Experience reducing cycle times while maintaining a high level of customer service and compliance
- Experience developing and conducting training
- Experience analyzing trends in product and service sourcing, contract spend and identifying and implementing new contract requirements
- Experience leading staff in sourcing contracts through a wide range of commodities, thorough knowledge of using and establishing cooperative contracts, and experience applying creative best practice techniques to accomplish contracting goals
- Experience working with databases and automated financial systems
- Experience using project management principles and techniques to manage and measure work
- Intermediate or above level of proficiency using Microsoft Word, Excel and Outlook

We would love it if you had:- One or more of the following:
- CPPB (Certified Professional Public Buyer)
- CPPO (Certified Public Procurement Officer)
- CPM (Certified Procurement Manager)
- Other procurement related certification(s)
- Experience with a Purchasing Card (P-Card) program
- Skill in interpreting and evaluating technical documents and drawings
- Experience conducting procurements for a governmental agency
- Experience using Powerpoint
- Experience using Sharepoint
Other Position Information:
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday. This position is represented International Brotherhood of Teamsters, Local 117 - Professional and Technical Employees.
