Safety Sensitive Position
*Applicants for positions defined as safety sensitive are required to undergo drug testing prior to employment and, subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow up drug and alcohol testing in compliance with federal DOT alcohol and controlled substances testing program protocols.
Who May Apply
This position is open only to Metro Transit employees who are currently a Transit Equipment Service Worker (ESW) and have completed at least two years of full-time service at Metro in that classification (overtime hours not applied) as of the closing date of this job announcement. This recruitment will be used to fill one current vacancy and may be used to establish an eligibility list to fill future vacancies that may occur over the next twelve months.
Work Location/Work Schedule
The Vehicle Maintenance Division operates three shifts (day, swing and graveyard) seven days a week at our various bases throughout the county. Lead ESW openings may occur on all shifts, but typically the Lead positions are swing. Swing and graveyard shift employees receive a shift differential (5% for 2nd shift, 7.5% for 3rd shift).Employees work a 40 hour per week schedule with two consecutive days off, but not necessarily Saturday and Sunday. Lead work schedules and locations are based on a seniority "pick" system which takes place once a year. Employees must be able and willing to work any shift, including any combination of days off, at any location. Positions to be filled by this recruitment are non-exempt and therefore eligible for overtime pay.
WAGE NOTE: 1st Shift: $35.17 2nd Shift: $36.93 3rd Shift: $37.81 (current 2018 rates)
Working Conditions
Work is performed in a vehicle maintenance garage with exposure to grease, dirt, carbon monoxide and diesel fumes. Duties are also performed outdoors, involving exposure to all kinds of weather, e.g. parking vehicles, attaching and removing snow chains.

In addition to performing the full range of responsibilities of the Transit Equipment Service Worker classification, as a Lead ESW you will perform the following:
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. You will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. Duties include:
- Assign work to Equipment Service Workers in accordance with policy and procedures; ensure all equipment service needs and requests are fulfilled and bus defects are reported; assist in identifying staff needs and overtime assignments as required; train and assist with daily dispatch of coaches
- Coordinate, direct, instruct and assist Equipment Service Workers in their work; ensure work is completed in a timely manner and equipment is in proper working order
- Train new and current personnel in required aspects of service, equipment function, basic repair and safety procedures; inform service workers of new servicing requirements as directed by higher-level staff or information provided in service bulletins
- Inform service workers of all safety and alarm systems related to their work function; immediately report any safety violations or alarm activities.
- Advise employees when their performance is unsatisfactory and/or in violation of established policy and procedures; provide feedback to higher-level staff on employee and team performance as well as any behavioral and attendance issues; recommend corrective actions when required
- Monitor information in automated systems related to employee performance, commodities ordered, equipment service cycles and related information
- Ensure all shop and revenue collection equipment is maintained appropriately and is in proper operating condition; report equipment defects and follow-up on completion of required repairs
- Use standard computer applications to produce and share various documents
- Perform other related tasks as assigned

Minimum Qualifications
Two years of current Metro experience as an Equipment Service Worker. (NOTE: This is in accordance with Article 17, Section 5 of the collective bargaining agreement with Local 587).
Also required:- Ability to read, write and follow instructions.
- Ability to direct, train and assist Equipment Service Workers in their assigned tasks, and ability and willingness to provide clear, corrective feedback to them
- Ability to inspect equipment and determine servicing needs.
- Knowledge of oiling, greasing, and general lubrication techniques.
- Knowledge of coach sign out/assignment procedures.
- Ability to make timely and appropriate decisions
- Ability to perform basic operations in MS Outlook, Word and Excel
- Respect and fairness in working with all people in a diverse workforce
- Demonstrated ability to be approachable, a good listener, and build relationships and trust with other employees
- Skilled at deescalating and resolving conflicts in a fair and equitable manner
- Commitment to applying King County's core values of inclusion, equity and social justice
- Lead or supervisory experience
- Possession of a valid Class B CDL and an acceptable driving record
- Ability and willingness to perform a range of physical skills normally associated with automotive service and maintenance activities including standing, bending, crouching, kneeling, crawling, reaching, twisting, and the operation of foot controls while driving.
- Probing, dumping and inserting fare boxes into their receiver bins involves pushing and pulling, bending and crouching, and the ability to lift up to 50 pounds (this includes full fare box cash boxes as well as automotive parts).

Part II: Record Review
A record review, as outlined below, will be conducted for those applicants who meet the minimum qualifications. Candidates who pass the record review will proceed to the next part of the recruitment process. Candidates who do not pass the record review will have an opportunity to review the form and bring up discrepancies or disagreements about the work record for resolution prior to final decisions on who proceeds to the interviews.
Record Review Criteria- All calculations are based on the fact that the applicant is a current, full-time journey-level Transit Vehicle Maintenance employee within the classification of Equipment Service Worker.
- Work record calculations will be based on the employee's most recent twenty-four (24) months of full-time work history at King County Metro.
- Employees must have worked at least 1,200 hours in each of the last (2) twelve-month periods. For employees that may have worked less than 1,200 hours per year due to FMLA protected leave, records will be reviewed beyond twenty-four (24) months for the equivalent amount of leave time.
- Employees with an annual performance appraisal rating in the previous twenty-four (24) months lower than 3.00 (satisfactory) will not be considered for this recruitment.
- Applicants will be screened out of the selection process if the record review totals 15 or more points. Points will be assigned within each of the following work record categories:
- Unexcused Absences 8 points each (previous 12 months)
- Late Occurrences 3 points each (previous 180 days)
- Major Infractions 15 points (previous 24 months)
- Minor Infractions 5 points (previous 12 months)
- Suspension or decision making leave 10 points (previous 24 months)
Part III: Panel Interview
The most competitive candidates will be invited to participate in a panel interview. Candidates will not be allowed to bring notes or other written materials into or out of the interview.
Part IV: Final Steps
Transit management will make the final selection of candidate(s) to be hired and/or placed on an eligibility list based on the outcome of the recruitment process. If an eligibility list is created it will remain in effect for twelve months, or until exhausted, at the discretion of the hiring authority. Final offers of employment are contingent upon satisfactory reference checks and an acceptable driving record.
