The Career and Culture Division within the Department of Human Resources (DHR) seeks an experienced learning and development professional to serve as a Learning and Development Educator . This position will be responsible for instructional design, curriculum development, coordination, and facilitation of county-wide learning engagements. This recruitment will be used to fill a Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) position. The duration of the assignment is anticipated to be six months.
The Learning and Development Educator will report to the Learning and Development Manager and will be part of the centralized Learning and Development team. This is an exciting opportunity in an innovative and rewarding area of practice whose mission is to develop, facilitate, and support learning that enables employees to grow and to provide their best work for the King County community.
About the position
The Learning and Development Educator will serve as a subject matter expert on curriculum development and facilitation for instructor-led trainings, blended-learning, and eLearning. They will facilitate current learning engagements within the leadership development and equity, racial, and social justice portfolios, as well as design and innovate to introduce new leading-edge approaches to foster employee learning in both onsite and virtual environments.
Strong candidates will have demonstrated experience in developing and building eLearning courses, managing learning management systems (LMS), and successfully engaging diverse audiences of adult learners to enhance knowledge retention and application.
These candidates will possess strong interpersonal, problem solving, and technical skills as well as be able to carry out daily work with a high degree of autonomy, customer service, communication, teamwork, and timeliness.

Minimum Qualifications
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is represented by Local 117: International Brotherhood of Teamsters - Professional & Technical and Administrative Employees and is classified as Educator Consultant III (class code: 2251300).
Teleworking Requirement
The Department of Human Resources has a hybrid workforce with employees working both onsite and from home. The work associated with this position is currently being performed both onsite and through telework. Frequency of onsite work will vary based on business and operational needs.
Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work. As a Learning and Development Educator, you will:
- Design, implement and facilitate programs and learning engagements designed to increase employees' competency, with a focus on equity, inclusion, and belonging.
- Develop job aids, facilitation guides, eLearning courses, microlearning videos, interactive exercises, and other material to enhance learning.
- Facilitate, participate, and serve as a consultant in conversations throughout the County to support learning and workforce development needs.
- Create instructional design plans and choreograph lesson flows to create engaging eLearning experiences that enhance retention and transfer of learning.
- Research and provide guidance on innovative, intersectional practices in learning, facilitation, and instructional design to enhance effectiveness and inclusivity. Evaluate learning programs and use data to identify opportunities to continuously improve.
- Build relationships with Learning and Development team members to identify learning needs, make recommendations, grow skills, and continuously update learning strategy.
- Build quick understanding of the Learning and Development team's workshop and eLearning portfolios to make recommendations for learning as requested.

Experience, Qualifications, Knowledge, Skills
Minimum Qualifications
- Three years of experience designing curricula and facilitating intergroup trainings or education courses, with a focus on leadership development and equity, racial, and social justice. AND
- Experience and proficiency in using Articulate 360 or other eLearning authoring tools to design and develop engaging eLearning courses.
- OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.
- Instructional design expertise and analytical skills to develop, implement, and evaluate dynamic and effective learning and performance support engagements.
- Excellent facilitation skills to create safe and accessible learning environments.
- Ability to apply best practices and principles in instructor-led and eLearning pedagogy with an emphasis on real-life application (scenario-based learning).
- Demonstrated understanding of leading-edge equity, intersectional social justice, and leadership development concepts.
- Practical experience translating learning outcomes into lessons and programs.
- Experience designing and building eLearning courses through an instructional design lens.
- Experience and passion for delivering both virtual and in-person classroom training using creative presentation and facilitation techniques that engage the audience.
