- Summary
The Career and Culture Division within the Department of Human Resources (DHR) seeks two (2) experienced learning and development professionals to contribute to the program management and delivery of county-wide learning programs for equity and social justice (ESJ) and leadership development.
The ESJ Education Lead is responsible for managing the portfolio of ESJ learning resources. The Leadership Development Lead is responsible for our leadership development series, Leading the Way, which builds capabilities of King County supervisors and managers.
These positions report to the Learning and Development Manager and are part of the centralized Learning and Development team. The two opportunities are innovative and rewarding areas of practice with a mission to develop, facilitate, and support learning that enables employees to grow and innovate to provide their best work for the King County community.

Other Position Information
These positions are exempt from the provisions of the Fair Labor Standards Act and
not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. ESJ Education Lead
The ESJ Education Lead will serve as an ESJ subject matter expert on program development, program management, and facilitation skill development for ESJ practitioners. They will be responsible for providing leadership to the ESJ Education program area, coordinating work done by the team, evaluating training effectiveness, and serving as the public information lead for the ESJ education portfolio. They will facilitate current ESJ learning engagements, as well as design and innovate to introduce new leading-edge approaches to foster employee learning in both onsite and virtual training environments. In addition, they will develop and manage an ESJ facilitation skills program for employees to build their capacity in leading conversations to advance equity and social justice at the County.
The ideal candidate will have experience successfully engaging diverse audiences of all levels through facilitated instructor-led training programs. They will possess strong facilitation, interpersonal, problem solving, and technical skills, as well as be able to carry out daily work with a high degree of autonomy, customer service, communication, teamwork, and timeliness through an equitable and inclusive lens.
Job Duties- Design, manage implementation, and facilitate programs designed to increase employees’ ESJ competency, with a focus on racial justice.
- Design, manage implementation, and facilitate programs designed to build capacity for ESJ facilitation skills in others.
- Create strategic communications and change management plans for marketing and promotion of ESJ education programs.
- Coordinate alignment of educational resources with the priorities of the County Executive and the Office of Equity and Social Justice.
- Lead the evaluation of ESJ education offerings, present findings, and use data to identify opportunities to continuously improve.
- Work with the Learning and Development Manager, team, and Career and Culture Division members to cultivate organizational health through a values-aligned culture.
- Assist in the development of job aids, facilitation guides, manuals, interactive exercises, and other material to enhance learning.
- Facilitate, participate, and serve as a consultant in critical conversations throughout the County to support ESJ learning and workforce development needs.
- Research and advise on leading edge practices in ESJ learning, facilitation, and instructional design.
- Develop and propose a budget to increase scope and reach of ESJ education offerings.
- Build relationships with enterprise ESJ practitioners to identify learning needs, make recommendations, grow skills, and continuously update ESJ learning strategy.
- Provide recommendations to improve personnel policies, work expectations, and other County processes and systems.
- Engage in one-on-one coaching, training, and mentoring for people leaders and employees to cultivate team cultures and behavioral changes designed to enhance equity and belonging for all.
- Other duties as assigned.

They will facilitate current leadership development learning engagements, as well as design and innovate to introduce new leading-edge approaches to foster employee learning in both onsite and virtual training environments. In addition, they will develop and manage a robust leadership development program for employees to build their capacity in effectively leading teams and cultivating organizational health through a values-aligned culture.
The ideal candidate will have experience successfully engaging diverse audiences of all levels through facilitated instructor-led training programs. They will possess strong facilitation, interpersonal, problem solving, and technical skills, as well as be able to carry out daily work with a high degree of autonomy, customer service, communication, teamwork, and timeliness through an equitable and inclusive lens.

- Experience, Qualifications, Knowledge, Skills
- Minimum Qualifications
- Three years' experience developing and managing programs and projects, designing curricula, and facilitating intergroup leadership development education courses, with a focus on racial equity and social justice; OR
- Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform job duties.
- Knowledge of leading-edge leadership, equity, and social justice education concepts, frameworks, and practices.
- Experience analyzing, designing, developing, implementing, prototyping, and evaluating programs to create dynamic and effective learning and performance support engagements.
- Demonstrated understanding of key concepts in the equity and social justice education topics of race and racism, gender identity and expression, ability, socioeconomics, power dynamics, protected classes, microaggressions, and the intersectionality of identities.
- Demonstrated success in program management including planning, strategy, implementation, marketing, and evaluation.
- Ability to successfully engage and work with a diverse range of employees at all levels of understanding around leadership and ESJ concepts, and at all levels of the organization.
- Ability to perform comfortably in front of large and small groups using creative presentation and facilitation techniques that engage the audience.
- Excellent facilitation skills to create safe and accessible learning environments.
- Meticulous organizational and project management skills.
- Excellent verbal and written communication, interpersonal, collaboration, and presentation skills, including the effective use of visuals and graphics in communication.
- Ability to meet deadlines and work under the pressure of multiple priorities.
- Proficiency in Zoom, Microsoft Teams, and/or other instructional platforms to facilitate onsite and virtual instructor-led trainings.
- Experience with eLearning as a tool for advancing workforce development.

Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including wearing masks in some situations.
