Summary
King County's Department of Community and Human Services (DCHS) Children, Youth & Young Adults Division is seeking an energetic and hardworking individual to join our team in an exciting Term Limited Temporary/Special Duty Assignment (TLT/SDA) opportunity. The Learning Center Seattle Case Manager, Social Services Professional provides in person education and employment services to youth and young adults that are seeking a wide variety of services from Learning Center Seattle (LCS)-Seattle Central College . This position will assess education and employment needs, provide support, engagement, and advising support to secondary and post-secondary students, including employment programming such as job readiness training, job search assistance, job placement, internship placement, employment retention and support services.
This recruitment is to fill a Term-Limited Temporary position that is anticipated to end December 2024 . If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment.

Job Duties
SCOPE OF JOB DUTIES - To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
- Partner with the LCS team to identify youth/young adults that would benefit from education and employment services/support.
- Assess young adults to determine services needed to attain their education and employment goals.
- Develop and monitor individual service plan with short-term and long-term goals related to education and employment, including secondary and post-secondary goals.
- Develop and maintain effective relationships with youth/young adults ages 16-24 years who have multiple barriers to success, including housing instability/homelessness.
- Counsel young adults in career, vocational/technical goals, employment, and personal issues. Mediate, problem-solve and coordinate individual services for young people.
- Establish strong working relationships with LCS/Seattle Central College team, and community partners that will support young people in an effort to meet their goals and become familiar with services and referral procedures of these providers.
- Meet performance-based outcomes related to activity completion, competency attainment, GED attainment, job readiness training completion, internship placements and completions, and job placement, post-secondary placement, and persistence in post-secondary.
- Develop and maintain relationships with employers, coordinate and monitor work experience training sites, provide job search, and job retention training, job development and job search assistance services.
- Complete monthly case summaries and required paperwork for the program that may be related to activities, demographics, and outcome attainment.
WE ARE LOOKING FOR CANDIDATES WHO:
- Have a Bachelors' Degree in social work, education, or related field and/or any combination of education & experience that demonstrates the ability to perform the job duties of the position.
- Have at least three years' experience providing direct multi-level social services to youth/young adults who have experienced homelessness/housing instability. Experience must be recent (three years in the last eight years), and specific to youth/young adults ages 16-24 years. Relevant lived experience may be taken into consideration.
- Are experience working with people experiencing homelessness, housing instability, poverty, and systemic oppression, and the ability to maintain positive regard for young people despite periods of ambiguity and opposition, and commitment to their success in education and employment.
- Demonstrate ability to perform job duties within the context of understanding and applying complex regulations and definitions; and experience providing complete extensive technical documentation.
- Have experience developing and maintaining effective working relations with a diverse population of youth, criminal justice agencies, employers, other staff, community and technical colleges, and community-based organizations.
- Are able to maintain professional boundaries with young people while building trust and respect.
- Have ability to assume responsibilities or duties within the partner agency site (LCS/Seattle Central College) not specifically delineated in this job description for short periods of time or on an infrequent basis in order to best serve young people and help them meet their goals.
- Demonstrate commitment to anti-racism and equity. Acceptance of a variety of lifestyles, behaviors, and cultural and spiritual practices.
- Have experience designing and operating programs and conducting data-driven continuous improvement processes.
- Are able to effectively manage time to work on multiple tasks in high pressure/short deadline environment, and to adapt to changes in workload demand and priorities.
- Have knowledge of juvenile legal system and court systems and the ability to navigate resources for youth involved with -these systems.
- Have strong interpersonal and human relations skills, including conflict resolution techniques.
- Are able to work in stressful situations involving youth with barriers to success in education and employment .
- Have effective oral communication and interpersonal skills and the ability to work both independently and as part of a team.
- Can communicate clearly and effectively with youth and employees from diverse cultural and socio-economic backgrounds.
- Have knowledge of developmental and motivation psychology.
- Are proficient in the use of personal computers, with working knowledge of MS Word, Excel, Access, Outlook and the Internet.
- Are able to pass a Washington State Patrol Background check.
- Master's degree in social work or similar field.
- Experience with Community and Technical Colleges specifically Seattle College's network.
- Experience working in a multi-agency team.
- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; schedule is 8:00am-5:00pm, Monday-Friday and is overtime eligible.
- The work associated with this position will require the selected candidate to work onsite five days a week supporting youth and young adult clients at Learning Center Seattle, Seattle Central College, 1701 Broadway, Seattle WA 98122.
