Summary
The position presents new challenges with a variety of different projects (sewer and non-sewer related). The position provides greater insight into urban infrastructure, planning, and development. The position offers King County Benefits, including pension and healthcare.
The Wastewater Treatment Division (WTD) team offers great teamwork, collaboration, and an opportunity to get acquainted with coworkers that offer multiple different skills. The position works with a lot of different county agencies (conveyance inspection, operations, permitting, real property, KC Industrial Waste, KC Parks).
Work includes but is not limited to a variety of project review, approval letters, and communication to applications regarding conditions of approval under WTD's Local Public Agency (LPA) Program, which manages and coordinates projects originating from 34 local sewer component agencies, non-component agencies, and other program applicants throughout King County and into parts of Snohomish County. Project review can include sewer extensions, direct connections, construction impacts, infrastructure relocations, protection of facilities in place, interpreting easement conditions, interpreting record drawings and construction plans, and coordinating and providing engineering support on interlocal agreements and memos of understanding.
The position requires a substantial amount of internal and external coordination and the understanding of internal groups and their specialties. The position involves operating in a complex regulatory framework and limited jurisdiction and negotiating with agencies in challenging circumstances.

Working Conditions:
Telecommuting and King Street Center
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work
Work Schedule: T his position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week. Monday through Friday.
Union Representation: This position is represented by the Technical Employee's Association (TEA).

Job Duties
- Review a variety of applicant and/or permit set design work and construction submittals in order to provide comments that protect King County infrastructure.
- Coordinate with local agencies, applicants, consultants and internal staff during design and permit review to provide conditions of approval and/or to support the development of interlocal agreements for any changes or impacts made to King County infrastructure.
- Communicate with elected officials, local agencies and partners regarding project-specific design as well as Local Public Agency program changes and updates.
- Ability to interpret record drawings and a variety of construction drawings from various local agencies and consultants.
- Apply knowledge of Federal, State, County, and local rules and regulations during planning and permitting of construction projects involving or impacting sewage works.
- Bachelor's degree in engineering or architecture
- Registration as a professional engineer in the state of Washington or the conversion of an out-or-state license within 90 days from the date of hire is required. (Senior Level)
- Possession of an Engineer-in-Training (EIT) certification is required. A professional engineer's license in the state of Washington is desirable (Journey level)
- The ability to communicate effectively both written and orally.
- 4 years of engineering experience (Journey) or 8 years of engineering experience (Senior)
- Analytical capabilities are needed to examine and evaluate specific engineering or architectural problems and develop and coordinate appropriate solutions.
- Knowledge of Construction and Engineering principles as they apply to sewage works and permit review.
- Knowledge in wastewater / sewer
- Understanding of easements/utility ownership, and entitlements
- Ability to handle stress and maintain a calm demeanor working under tight deadlines and pressure and at times with incomplete information.
- Knowledge of Federal, State, County, and local rules and regulations and how they relate to planning construction and permitting of sewage works. Knowledge of public and private contracts related to public works construction.
- Ability to establish and maintain interpersonal relationships.
