DCHS’s Housing, Homelessness, and Community Development Division (HHCDD) is looking for a leader for its new Major Initiatives (MI) Program. The MI Program is charged with ensuring the success of both the Health Through Housing (HTH) program and the Early Learning Facilities (ELFs) component of the Puget Sound Taxpayer Accountability Act (PSTAA). Additionally, the MI Program Manager will be charged with integrating new cross cutting housing and community development programs that emerge from new fund sources, executive priorities, and/or King County Council direction.
One major body of work will be serving as overall program lead for the Health Through Housing initiative, which is designed to house over 1,500 chronically homeless households within two years. By utilizing a new tax source, HTH will use over $300 million in capital resources to acquire and rehab existing hotels, nursing facilities, and other single room settings to create housing options. Every unit will be paired with long term operating and service support to create long term assets and assist households in supporting housing stability. The program will work with local jurisdictions and communities to identify potential properties and leverage existing and new service agency partnerships. In addition to rapidly creating housing opportunities, a primary goal of the program is to address the profound racial and ethnic disproportionality evident in the County-wide homeless population. Working with representatives with lived experience, advocates, service providers, and the newly formed King County Regional Homelessness Authority, HTH will create new partnerships that expand the homeless provider network to honor and address the diverse homeless population.
A second body of work focuses on the use of Puget Sound Taxpayer Accountability Account PSTAA, Early Learning Facilities (ELF) capital funds. The Washington State Legislature created PSTAA as an amendment to the 2015 State Transportation Revenue Package and directs that Sound Transit-related funds be used to improve educational outcomes in early learning, K-12, and post-secondary education. Approximately $318 million of PSTAA funds are expected to become available to King County between 2019 and 2034. In September 2020, the King County Council passed the Implementation Plan for Investment of Puget Sound Taxpayer Accountability Account Proceeds. The capital funding for ELFs is one of the strategies under PSTAA. These funds will be provided to maintain and improve existing family childcare home facilities; renovate existing (non-home based) facilities; and, invest in partnerships that result in the construction of new facilities.
Finally, based on the expected ongoing need for affordable housing and community development projects, HHCDD anticipates being directed to create and lead new cross sectional programs. The Major Initiatives Program is being created to serve as the development space for new initiatives. Once launched, new programs could remain with the MI program or could transition to a different section within HHCDD or a separate division within DCHS.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Major Initiatives Section
• Direct the new Major Initiatives section of the Housing, Homelessness and Community Development Division. This will include managing specific programs such as Health Through Housing and PSTAA ELFS, as well as new, interdisciplinary programs that are added to and integrated into HHCDD’s work program.
• Supervise staff both as direct reports and through a matrix management structure.
• Ensure that the County’s equity and social justice goals are incorporated into the Division's approach to Major Initiatives. Health Through Housing
• Serve as overall HTH program lead, ensuring accountability to program goals with a pro-equity approach, statutory requirements, and implementation plan.
• With the HHCDD Director, draft the Health Through Housing Implementation Plan and work with the King County Executive Office and County Council on plan adoption.
• Through matrix management, supervise three HTH staff members, focused on site evaluation, capital finance, and service programs.
• Serve as lead staff to the HTH Advisory Board, including creating board protocols and processes, meeting agenda staffing, etc.
• Based on HTH Implementation Plan, create county processes to ensure compliance with the Plan, local and state statutes, and bond requirements.
• Serve as interface between HHCDD and DCHS Performance Management and Evaluation team on establishing program measures and data collection, with a focus on analyzing and adjusting for racial and ethnic disproportionality impacts.
• Together with HHCDD Director, serve as lead on program communication, including interaction with King County Executive, King County Council, media, and constituents.
• Design and lead any necessary stakeholder processes, including with local communities or the homeless/affordable housing constituents.
PSTAA ELFs
• Coordinate with the HHCDD Deputy Director, the PSTAA Lead Manager in the Children Youth and Young Adult Division (CYYA) and the HHCDD ELF Strategy Manager Implementation to ensure successful implementation of the strategy.
• Directly supervise the HHCDD ELF Strategy Manager and facilitate through matrix management program integration of the Childcare Facilities Fund strategy with HHCDD’s Housing Repair Team, including a designated ELF Engineer.
• Support team problem solving and communication with other partners and departments such as the Prosecuting Attorney’s Office to ensure legal compliance for capital investments.
• Provide guidance on program coordination and integration across multiple teams within HHCDD.- Experience, Qualifications, Knowledge, Skills
• Bachelor's degree in urban planning, public administration, public policy, real estate, or related field and/or equivalent education and experience.
• Minimum of five years of recent progressive experience working in community development, affordable and/or homeless housing planning.
• Ability to and interest in leveraging public policy and programs to empower historically marginalized communities. This includes demonstrated skill in the use and application of equity and social justice principles and practices, and understanding of the effects of place-, race-, policy-, and systems-based inequities on marginalized communities.
• Minimum of three years of recent management experience, including supervision of staff team operating under public scrutiny and short deadlines, promoting individual staff development, and creation and growth of effective teams. Matrix management can substitute for direct supervision.
• Demonstrated experience implementing programs from inception to completion, including program design and planning, implementation, data and evaluation, and program closeout.
• Past experience working effectively with elected officials, including both one on one and in a committee environment. Ability to prepare and present complex programmatic details to elected officials is essential.
• Excellent communication skills, including the ability to make presentations to large and small groups and write effectively in order to develop reports for public presentation. The ability to work with people of diverse cultural backgrounds is essential.
Desired Experience:
• Experience working collaborative with community members and elected officials on complicated and potentially controversial projects, including demonstrated success in creating solutions that address policy objectives and community concerns
• Demonstrated ability to lead program innovation. This includes successfully working with staff and external stakeholders on new programs, from design through implementation and continuous evaluation.
• Familiarity and experience communicating with the media.
• Demonstrated ability to work with a variety of stakeholders and project partners with sometimes varying objectives.
