Summary

King County's Records and Licensing Services (RALS) is searching for a leader to serve as the Manager for Archives, Records Management, and Mail Services (ARMMS).
The Records and Licensing Services Division is comprised of four sections:

  • Vehicle/Vessel and For-hire Licensing – Products and services include vehicle/vessel license renewals, license tab- registration and title work and For-hire driver’s licensing and regulatory services. 
  • Recorder’s Office – Products and services include recorded documents (electronic and paper), public records and maps, and marriage licenses. 
  • Regional Animal Services of King County – Products and services include pet licenses; and animal shelter care and field enforcement. 
  • Archives, Records Management and Mail Services – Products and services include referral services for King County archival records, metered outgoing US mail for County agencies; inter-agency mail distribution; manages and supports the county-wide records management program and the County’s central records management system (repository).  This section manages current, inactive, and historic records and information assets in compliance with laws, regulations, and industry standards.

ARMMS operates four programs to ensure that King County’s records are managed in accordance with King County policies and Washington state law throughout their lifecycle.
  • The Records Management Program (RMP) provides the tools, resources, education and guidance necessary to support records management best practices countywide. 
  • The Records Center provides centralized, secure and economical storage for the County’s inactive physical records.
  • King County Archives serves King County and the public by collecting, preserving, and providing access to County records of enduring historical value.
  • King County mail services include sending, receiving and delivering mail within King County buildings and locations.

KEY EXPECTATIONS/RESPONSIBILITIES
The Archives and Records Manager will:
  • Provide strategic leadership for King County's Archives, Records Center, Records Management, and Mail Services programs
  • Be responsible for the maintenance and development of the County's historical records research collections and improvement of access including traditional aids and electronic tools
  • Be responsible for the evaluation, selection, and oversight of all King County Archives, Records Center, Records Management, and Mail Services staff
  • Represent Archives, Records Management, and Mail Services section and serves on countywide committees and task forces
  • Take initiative and commitment to implementing innovative approaches for improving operations and services
  • Be responsible for ensuring proper housing, storage, and long-term preservation of the collections
  • Oversee appraisal and retention of County records deemed to have administrative, legal, or historical value

  • Has strategies and ideas to continue to build on a culture of employee engagement which supports the development, coaching, and team building necessary for the workforce of the future.
  • Is a champion for Equity & Social Justice. Understands that systematic racism and its long-term effects are pervasive in our society. Are comfortable having candid and sincere conversations with all employees about race and equity in the workplace.
  • Can create initiatives necessary to develop, coach, and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on employee engagement, good communication, and team building.
Desirable knowledge and skills include:
  • Experience with records management, public records, or archives, including supervisory experience
  • Knowledge of intellectual property and rights management issues and knowledge of preservation practices and standards or related experience.
  • Education/experience in Archival Administration, Records Management, or Public Administration OR ongoing learning or professional certification such as certification by the Academy of Certified Archivists OR any combination of education or experience.
  • Familiarity with RCW 40.14 Preservation and Destruction of Public Records and 42.56 Public Records Act.

COMPENSATION AND HOW TO APPLY
