Master GIS Application Developer

That's where you come in. KCIT Software Engineering is seeking an experienced Master GIS Application Developer/Engineer with proven leadership, collaborative and technical skills. You will have the ability to solve and implement innovative solutions using GIS and cloud technologies to complex problems and provide GIS expertise to all levels of KCIT staff.
This position will serve as a leader and mentor in GIS technologies within a team of Software Engineering professionals. You will collaborate with Software Engineering, Operational GIS, Spatial Services, GIS Data and Solution Architects, and other King County departments to design, build and implement software for internal and external users.

Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.

- Design, develop, test, deploy and support custom GIS applications, dashboards, services, maps, and other products using Esri and Microsoft development tools and APIs.
- Provide leadership and direction on highly complex GIS development projects; analyze business and functional requirements for new or enhanced applications; analyze current manual or computerized processes; analyze inter-relationship between new tasks and existing applications; research internal and external available resources.
- Provide cross-team communication, collaboration, and training, including working with Tier 1, 2, and 3 support roles such as customer service support, server, network, database, and software engineering teams to analyze and resolve incidents and problems.
- Analyze business needs to select from the possible technical solutions, present findings to decision-makers, and then implement GIS technology using industry and KCIT best practices.
- Provide mentorship to GIS and software engineering team members, peers, customers, and other county staff.
- Understand and engage in Agile, SCRUM, SAFe and Lean principles and techniques to deliver high quality, value-driven, operationally efficient application support solutions.
- Create and maintain documentation for systems/applications, processes, and procedures, including diagrams and documentation to describe system architecture, process, and data flow, as well as troubleshooting documentation and user guides.
- Develop, implement, and improve programming standards, guidelines, and best practices for GIS application development.
- Attend and participate in professional group meetings; stays abreast of new trends and innovations in GIS and software engineering.
- Experience, Qualifications, Knowledge, Skills
- Advanced knowledge and experience of GIS concepts and software such as ArcGIS Enterprise, ArcGIS Pro/Desktop, versioned multiuser databases, ArcGIS Online, vendor integrations, building and supporting REST services, and WebGIS applications.
- Advanced knowledge and experience with Web GIS frameworks (e.g., ArcGIS Enterprise/Portal, ArcGIS Online, ArcGIS Server) and supporting technologies.
- Advanced programming experience developing cross-platform, multi-function, interactive applications and data integrations for end-users.
- Knowledge and experience with scripting and query languages such as Python, T-SQL, Powershell, VBScript, JavaScript/JSON, command line/batch files.
- Communicate effectively and maintain a strong rapport with cross-functional team members and maintain the principles and strategy within KCIT.
- Possess strong communication and collaboration skills, including the ability to explain and “sell” the purpose, goals, and objectives to technical and non-technical audiences.
- Knowledge of and experience with principles or frameworks such as ITIL (Request Management, Change Management), LEAN, SCRUM/Agile, SDLC, SAFe.
- Knowledge and experience with tools and services such as Azure DevOps (AZDO), SQL Server Management Studio, SSRS, Visual Studio, RDS (Remote Desktop Services), Server Management, IIS, Event Viewer, and Cloud services (i.e., AWS, Azure).
- Have a clear understanding of software development and lifecycle process.
- Five years minimum experience in .NET development; Highly proficient in the Microsoft Enterprise Suite – C#, .NET, and Visual Studio.
- Six years minimum professional experience in the application and use of GIS technology in delivering software solutions.
- Bachelor’s Degree in Geography, or a science or technology field with significant application in GIS or an equivalent combination of GIS and development experience and knowledge.
