The Department of Community and Human Services (DCHS) Finance Section is looking for three enthusiastic, skilled, and knowledgeable team players to join the Behavioral Health and Recovery Division (BHRD) Fiscal Team. The BHRD Fiscal Team supports all financial functions of BHRD and is comprised of six sections: Accounting & Revenue; Accounts Payable; Budget, Monitoring, & Reporting (BMR); King County Integrated Care Network (KCICN); Crisis Care Center, and MIDD.
The Medicaid Analyst, Business Officer III (BFO III) is a career services positing that reports to the KCICN & Rates Manager (Special Projects Manager I). This position plays a key role in the preparation and management of the KCICN Medicaid budget, tracking and analyzing revenue, tracking and analyzing expenditures, maintaining the integrity of the operating budget, overseeing accounting functions such as reviews revenue and expenditures with management and project managers which helps drive the strategic decision-making process for their programs. This position will track, analyze, and report revenue and expenditures for the KCICN book of business. This position will actively lead the generation of the financial reporting materials for the KCICN.
The Revenue Analyst (BFO III) is a career services position reporting to the Behavioral Health Accounting & Revenue Manager (BFO IV) and leads the management of revenue received by the Behavioral Health and Recovery Division, which includes processing federal, state, and local contracts as well as tracking and reporting on revenue data and information. This position works closely with other units within both the behavioral health finance team and Behavioral health programs.
DCHS is also seeking a Term Limited Temporary (TLT) or Special Duty Assignment (SDA) Business Liaison (BFO III) to support its Budget, Monitoring, and Reporting team. Business Liaison positions report to the BMR Manager (BFO IV). Their primary purpose is to act as intermediaries between the fiscal team and other business units, ensuring smooth communication and resolution of financial issues. Key tasks include budget development and monitoring, managing and rectifying invoice discrepancies to ensure accurate billing and payment processes, overseeing the Project, Organization, Expenditure, Type, and Activity (POETA) coding to ensure correct allocation of costs and resources, and conducting financial research to support business decisions and financial planning.

Job Duties
- Lead, prepare, revise, and review budgets; evaluate proposed expenditures and revenues; perform detailed financial analysis and make recommendations, primarily regarding Medicaid funds and programs.
- Assist in developing and implementing financial and other technical criteria for revenue and expenditure contracts.
- Oversee accounting and financial reporting systems in the area of responsibility, including reviewing transactions.
- Review expenditures for compliance with grants, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
- Very effective communicator in written, verbal, and presentation forms.
- Oversee monthly financial reporting to program staff and other stakeholders.
- Coordinate, interpret, and implement federal, state, county, and local laws, policies, and procedures primarily related to Medicaid funding.
- Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
- Assist with department-wide financial management as needed.
- Maintain revenue and eligible life tracking for Medicaid recipients.
- Prepare monthly and quarterly financial reports.
- Coordinate tracking and processing of all behavioral health revenue and revenue contracts.
- Submit revenue billings to other agencies, including A-19 processing and inter-fund transfers.
- Fiscal lead for all federal grant applications and revenue receipts
- Division lead or support SEFA/SSFA and SAO audit response and reconciliation efforts
- Assist in the development and implementation of financial and other technical criteria for revenue and expenditure contracts.
- Oversee accounting and financial reporting systems in the area of responsibility, including reviewing transactions.
- Manage cash management and receivables processes
- Develop and manage behavioral health revenue budget and budget tools
- Ensure the POETA accounting structure is up-to-date and accurate
- Review FAIN tables for completeness and accuracy
- Review expenditures for compliance with grants, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
- Support fiscal year-end close processes as needed, including revenue accruals.

Experience, Qualifications, Knowledge, Skills
- Enthusiastic with a proven positive track record in dealing with and communicating with multiple stakeholders.
- Advanced knowledge of budgeting, finance, managerial and financial accounting.
- Knowledge of analytical and management systems.
- Knowledge of financial information systems.
- Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
- Knowledge of contract administration.
- Knowledge of human service programs, funding sources, policies, and requirements.
