About the Position
This role includes working as part of a small team committed to the stewardship of MIDD dollars, supporting innovative programming, and achieving MIDD policy goals. The MIDD Community Partnerships Program Manager is a new position, designed to build and strengthen collaborative and constructive relationships with community stakeholders, and new and existing partners. This position will staff the MIDD Advisory Committee, lead the implementation of community driven grants, explore the formation of a consumers and community workgroup, and work with other county departments to create opportunities for collaboration and alignment of MIDD initiatives and programming. This position reports to the Behavioral Health and Recovery Division's (BHRD) MIDD Coordinator.

Work Schedule This position is exempt and not eligible for overtime. Typical hours are Monday - Friday 8am-5pm.

Community Programming
- Work with the MIDD Coordinator to design and facilitate inclusive community engagement activities, working closely with multiple communities and stakeholders to increase public participation, influence decision making and ensure the diverse voices of King County's marginalized populations are integrated into MIDD programming.
- Lead community outreach, RFP development and procurement processes, and implementation of community-driven grant opportunities.
- Design and lead an inclusive process to nominate a new name for the MIDD program that is recovery-focused, person-first and asset based.
- Explore the development and implementation of a consumers and communities' workgroup, and/or other standing venue for community engagement, access, and input for MIDD, including maintaining its work plan, recruiting and/or orienting members, and facilitating ongoing formal representation on the MIDD Advisory Committee.
- In collaboration with the MIDD Coordinator, serve as primary staff to the MIDD Advisory Committee, ensuring that the Advisory Committee's overall work plans/meeting schedules are established and updated, and that meeting notices, agendas and other materials for individual meetings are prepared, distributed, and posted on the MIDD web site
- Facilitate the appointment/confirmation process for any new Advisory Committee members and ensure that all rosters are maintained and posted.
- Support Advisory Committee work plans to facilitate effective oversight of MIDD activities in accordance with the MIDD 2 Implementation Plan or any successors.
- Attend and staff Advisory Committee meetings, and oversee clerical support of the meetings including minutes, facilities, translators, and refreshments
- Coordinate with other County staff to produce material/arrange presentations to the Advisory Committee and to ensure that the information is presented in a useful and understandable form; and to ensure that any Advisory Committee requests are addressed, issues researched, etc.
- Contribute to the creation of high profile written documents, and/or other materials for broad distribution internal and external to King County, including to the King County Council and other elected officials and groups, the MIDD Advisory Committee, and the public, in close collaboration with the MIDD Team.
- Develop and implement MIDD communication protocols and systems. In coordination with the MIDD Communications specialist ensure the MIDD website remains up to date and useful to community members and stakeholders and ensure prompt and complete response to inquiries and requests.
- Leverage existing Department and County communications resources to share key MIDD messages with the broader community.
- Coordinate with division and/or departmental teams on various aspects of MIDD implementation and operations and assure coordination with other county initiatives.
- Provide briefings and presentations to large and small audiences.
- Create, implement, and manage public feedback processes for publicly shared high profile MIDD documents, reports, plans and programs.
- Develop agendas, facilitate discussions, assist leaders in representing MIDD to stakeholders, and work with teams on meeting logistics and planning.

- Experience, Qualifications, Knowledge, Skills
- A Bachelor's degree in public administration, social work, public health, health care administration, or closely related field and a minimum of five years of progressively responsible experience working in the public or non-profit sectors or working with publicly funded mental health or substance abuse treatment/human service system(s) or equivalent combination of education and experience may substitute for education.
- At least five years of relevant work experience in planning and executing community engagement and partnership strategies, project and resource management techniques and principles, analysis, planning and organization.
- Ability to build trust with the general public, form and maintain effective partnerships and collaborative working relationships. A demonstrated knowledge of community engagement strategies and challenges.
- Skill in negotiation, problem solving and conflict resolution, customer service and interpersonal relationships and the ability to handle multiple competing priorities and sensitive situations.
- Ability to use innovative thinking and identify best practices to approach problems, resolve conflicts, and inform program implementation.
- Ability to meet deadlines consistently, including responding flexibly to unexpected or urgent tasks.
- Ability to work independently and skilled in working effectively as a team member to coordinate accomplishment of specific tasks.
- Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
- Excellent oral and written communication skills, including presentation and facilitation.
- Expertise in leading volunteer boards and committees, with demonstrated success in engaging members.
