This position will provide leadership over the Children, Youth and Young Adults Division (CYYAD ) direct services' team's management information systems (MIS) and data systems. This includes data entry and reporting functions and contract management. This position is also responsible for supervision of a multi-disciplinary team of program managers, administrative specialists and the CYYAD direct services team's functional analyst. This position requires a highly skilled leader who can lead a multi-disciplinary team and manage multiple funding sources/grants/programs and partners while providing excellent customer service to the young people we serve.

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
- Provide supervision and leadership to the multi-disciplinary team, including prioritizing team goals and objectives. This includes implementing staff development and training.
- Manage data systems for CYYAD's direct services programs in partnership with the team and CYYAD leadership, including quality assurance.
- Manage complex grants and multiple complex grants at one time, including the data collection and reporting for each grant to various stakeholders and funders.
- Present information and respond to requests for information regarding services to key parties including Division Leadership, Department Leadership, the County Executive and the County Council.
- Write, prepare and submit reports and information as needed to funders and other interested partners.
- Coordinate data collection and reporting; document outcome-based results.
- Maintain comprehensive knowledge of community resources and services including building effective relationships with community and program partners to ensure program outcomes are achieved (enrollments, attainments, activities, job placements, post-secondary placements).
- Ensure all data is entered into appropriate databases and reports are accurate. This includes compliance with all funders including Federal, State and Local funding sources.
- Engage in process improvement around data collection and reporting with the MIS/Data team and other program managers and CYYAD leadership.
- Establish and maintain a safe and positive environment for staff.
- Negotiate, execute and monitor subcontracts and/or Inter-local agreements for the youth programs.
- Other duties as assigned.
- At least six years of experience managing information systems (MIS)/data for programs for youth and young adults. This experience should include data collection, quality assurance and reporting.
- At least six years of supervisory experience for a management information systems/data team. Supervisory experience may include functional supervision/leadership with proven ability to supervise and lead a multidisciplinary team.
- Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and system-based inequities on marginalized communities.
- Technical expertise and the ability to serve as the subject matter expert with regard to MIS data rules/reporting for education and employment services for youth and young adults, as well as expertise in regulations and compliance for funding sources.
- Ability to multitask and work in stressful situations involving changing deadlines and expectations.
- Strong leadership and management skills.
- Demonstrated team building skills.
- Demonstrated ability to ensure support of MIS and Data reporting functions to ensure all reports are submitted and all requests for data are fulfilled.
- Demonstrated knowledge of and work experience with budget management and program development, specifically in the youth service environment.
- Demonstrated experience in ensuring program compliance with contract policies, procedures, program requirements and federal regulations.
- Demonstrated experience in gathering, maintaining, analyzing data and developing formal written reports for professional and community audiences.
- Demonstrated ability to develop and maintain collaborative partnerships with stakeholders.
- Working knowledge of Microsoft Word for Windows, Excel, Access, Email and the Internet.
- Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
- Ability to pass a Washington State Patrol background check.
- Knowledge/Experience with the Workforce Innovation and Opportunity Act (WIOA).
- Knowledge of the Open Doors program/experience managing data for an Open Doors program or similar.
