Mobile Senior Health Program Manager
- Summary
The Mobile Senior Health (MSH) Program Manager (Project/Program Manager III) oversees several programs operated by community partners to provide medical, dental, behavioral health and supportive services to vulnerable adults and seniors, including those living homeless in King County. Included is oversight of Public Health’s expanding senior mobile medical strategy, ensuring coordination and collaboration across state and local initiatives that impact senior health in alignment with the requirements of the Veterans, Seniors, and Human Services Levy (VSHSL) Implementation Plan. This position sits within Public Health – Seattle and King County Community Health Services Division, Health Care for the Homeless (HCH) Program. The position reports to the HCH Mobile Medical Operations Manager.

- Provide project management and leadership in the operation and oversight of the Senior Mobile Medical program supporting vulnerable seniors and adults including partnership development, contract management, program support/technical assistance, and procurement.
- Develop and implement short and long-term objectives; ensure deliverables and services meet reporting deadlines.
- Participate in the Mobile Medical and Health Care for the Homeless teams to ensure alignment of program guidelines and application of best practices, including equity principles.
- Interact closely with staff within Public Health, the Department of Community and Human Services (DCHS) and other departments to support effective collaboration on issues related to the Veterans, Seniors, and Human Services Levy, with an emphasis on older adult health care and social service needs.
- Actively partner with local government and community agencies, advocacy groups, providers and others to conduct and participate in planning processes to implement projects and programs that realize HCH and VSHSL vision and reflect community needs.
- Coordinate closely with other existing and emerging King County initiatives related to senior health to ensure that outreach, implementation and evaluation activities are well-coordinated.
- Prioritize program goals/objectives and perform contracting and program support duties to help ensure contractors successfully meet these goals/objectives.
- Other duties include reporting, invoice review and approval, working toward more equitable contracting practices, and providing technical assistance to contracted health care service providers.

- Experience, Qualifications, Knowledge, Skills
Successful candidates for this position will have:
- Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race-, and policy and systems-based inequities on marginalized communities and populations.
- Experience writing, working with, overseeing, negotiating and/or monitoring contracts for homeless or other community-based health or human service programs
- An entrepreneurial spirit with the corresponding technical ability to create new programs that support low income, vulnerable older adults and healthy aging in response to the requirements of the VSHSL Implementation Plan, guidance from County leadership, community priorities, data about outcomes and disparities, and proven or emerging best practices.
- A combination of life experience, work experience, and/or education that equips the candidate to work effectively with community partners and manage a program serving seniors.
- Skilled in building effective relationships, including moving others to take action.
- Ability to work with a variety of individuals from diverse backgrounds and build consensus among a diverse group of individuals with varying opinions.
- Able to work with a wide range of partners to develop culturally and linguistically appropriate versions of messages and materials.
- Must possess skills in negotiation, facilitation, problem solving, conflict resolution, be able to obtain stakeholder buy-in.
- Excellent oral and written communication skills, including presenting a broad amount of information to a wide variety of audiences.
- Skilled in work plan development.
- Able to travel throughout King County and the region in a timely manner including to locations that may not be served by public transportation.
DESIRED QUALIFICATIONS:- Three to five years of experience with oversight of policies or programs that affect low income, vulnerable older adults (55+) and/or support healthy aging, or other similar human service programs.
- Life experiences that engender insight into working effectively with low-income, vulnerable seniors and with those who serve seniors.
- Experience providing direct services to low-income, vulnerable older adults.
- A history of professional and/or volunteer experience that demonstrates long-term commitment to serving low-income, vulnerable seniors.

Work location: The work for this position will be performed predominantly through telecommuting, with the occasional need to report onsite at a variety of contract sites. This position is based in Downtown Seattle at the Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: This is a full-time position, working 40 hours per week, and the typical work week is Monday - Friday. Work schedule will be determined at time of hire, may vary based on operational need, and may include some early morning, evening, and weekend hours. This position is exempt from the Fair Labor Standards Act and is not overtime eligible
