NEOGOV Learn Implementation Lead (Functional Analyst III)
- Summary
The Department of Human Resources (DHR) seeks an experienced, dynamic, and motivated professional to serve as the NEOGOV Learn Implementation Lead.
Under the direction of our Continuous Improvement lead, this position will drive the implementation effort for the NEOGOV Learn module. This individual will translate the business needs of King County’s learning and development community, partners, and stakeholders into a cohesive e-learning strategy.By facilitating the input of a wide array of subject matter experts, this person will lead analysis and project management activities to include the planning, designing, implementing, and maintaining of NEOGOV’s Learn module. In partnership with the Department of Human Resources leadership team & related business experts, you will help determine business requirements, and conduct process analysis, prioritization, training, and administration of each business area supported by NEOGOV’s Learn system.
This position offers the opportunity to support a key component of our King County Investing in You strategy, supporting the learning and growth of King County employees in an equitable and strategic manner.

This Term-limited Temporary (TLT) position is anticipated to last up to 24 months. A Special Duty Assignment (SDA) may be considered for current King County career service employees who have passed their initial probationary period.

- Lead project teams and conduct independent research to help shape line of business strategy in tandem with line of business stakeholders’ vision.
- Lead the development of departmental adoption plans. Support Departments as a system subject matter expert as needed.
- Lead and facilitate system administration functions for the Learn system.
- Configure system along business standards and best practices.
- Ensure that system features and enhancements are designed to support the employee life cycle in an integrated manner.
- Work with vendors, internal partners, and functional leads to review, analyze, and configure system functionality.
- Manage system enhancements and provide change management expertise on system functionality to community partners and leadership.
- Document system standard work.
- Maintain system standards and security role alignment by conducting regular audits.
- Design testing processes and procedures to ensure new functionality in the test environment prior to production launch.
- Develop and support queries, reports, dashboards, and metrics in support of system auditing, decision making, and data integration with other HR data sources.
- Use digital ticketing solution to troubleshoot, document, and resolve system issues and challenges that require both a greater level of system access and/or technical acumen.
- Experience, Qualifications, Knowledge, Skills
- Advanced knowledge and understanding of organizational business systems and practices, business systems integration and design, workflow analysis, and process re-engineering. Must be “tech savvy.”
- Knowledge of general training and development practices and standards sufficient to support working with an extremely talented community of practice.
- Strong communication skills, with a proven ability to partner and collaborate with customers on projects and work requests, help identify business requirements, document business processes, and recommend solutions.
- Must possess a proven continuous improvement and growth-oriented mindset.
- Skill in oral and written communication and persuasion, sufficient to conduct technical training, manage communications in support of implementation efforts, and present to various audience levels of expertise.
- Proven ability to think analytically, problem solve, resolve conflict, and bring others to consensus.
- Must be customer service oriented, and have skill in working effectively and cooperatively with a variety of individuals from diverse backgrounds.
- Knowledge, understanding, and skill in the application of complex functional analysis, automated systems testing procedures, data analysis, design, and troubleshooting applications.
- Have strong auditing, risk assessment, and compliance skills.
- Ability to write system documentation, create data dictionaries, and understand technical specifications.
- Skill in planning, organizing, and time management.
- Skill in applying project management principles and practices. Must be able to handle multiple competing priorities and produce quality detailed work within tight timeframes.
- Self-starter who can lead or participate as a member of a self-directed work team and utilize the resources of other team members.
